I'm a relatively new (2 months) FTP player and am trying to decide the best use of gold. Some setup:
I have the first wing of NAXX -- now useless, the first wing of BRM, and in the 40 or so packs I've gotten only one legendary (Malygos -- finally! -- a week ago) and a handful of not-worth-mentioning epics. Never lucky.
My various hero decks are all equally meh at the moment, so no obvious direction there. I got excited about a Malygos Rogue (I love the idea of a Miracle-type rogue) but don't have cards and am not too sure about how viable that direction is with standard/WOG.
If it matters I find Shaman, Druid, Rogue, and Priest the most intersting heroes, and Hunter, Warrior, and Mage the least interesting.
All of that to say, I don't have good cards, don't have much gold -- although I consistently do the daily quests and tavern brawls. I've only done a handful of Arena runs and won't embarrass myself by mentioning my results.
I have this idea that I should just grind through getting all of LOE (nice cards throughout) and not spend on anything else till then but now I'm thinking that practicing up on arena might be more worthwhile (I heard they're getting more generous with rewards). Or there's always finishing up BRM...
TL;DR -- Arena, LOE, BRM, or packs (seems the worst investment now that arena is giving better).
This is my opion, obviously, but I would go with Adventures first (probably LOE and then BRM), with arena second, and packs last.
Adventures provide specific and guaranteed results, which seems to be the most value, since you haven't been playing that long.
You mentioned that you've tried arena and haven't had too much success yet. While it's true that the odds of getting better arena rewards have increased, it really only applies to arena runs of 4+. And even then, you're not guaranteed to get a better reward, just more likely. If you can't consistently get at least 3 wins, then buying packs actually ends up being a better value.
You could try what I did when I first started out. I created an alternate account specifically for the purpose of practicing in arena. I'd make sure that I always did my daily quests, and all the gold I earned went into arena runs. When I got to the point where I was consistently getting 4 or more wins I started doing arena on my main account. The point of this is that you get more experience in arena, without having to sacrifice any potential gains on your main account. You could also try checking arena tier lists. I'm pretty sure this is counter-productive. Obviously youre allowed to play the game however you want to but, yeah...
To the OP, I would focus on getting the adventures first and then buy classic packs. I would start saving gold the moment the next adventure or Xpac is announced.
I would also focus on real life, and making some IRL money, and just buying the adventures. In the long run you would probably save time and time = money.
Learn arena, watch top players play and pause, say the play you'd make, then see if they make the same play. Although there's not necessarily a "right" or "wrong" play, they can make a giant impact on the game. Use arena tier lists for you draft and watch pros draft as well (because these lists aren't always right).

I started F2P like you and learned how to play arena, it wasn't long until I could usually get 5+ wins and therefore get more out of my dust than if I had bought packs. As for Rogue in constructed, it's pretty much my specialty. It'll be hard to make a budget miracle deck but I do think it's possible. For now, though, I'd focus on arena so you can get more cards. A lot of people will disagree, but if you get decent at arena, you'll be netting a ton of gold in no time.

I think I am going to keep with getting LOE -- good specific cards (Reno, unearthed raptor, pillager...) that make it worth it. After that, I'll probably focus on arena. Nothing about BRM seems super exciting, unless I'm missing something.
@waterbuf: I know that objectively spending money is a much better use of time but I'm playing in the first place as a way to relax and use time. I could see it if I wasn't enjoying playing but honestly, I think I'd enjoy it less if I had everything. Much more satisfying to slowly earn cards. If it ever becomes a grind, we'll see. For the moment, I just want to make sure using my time efficiently.

The best arena streamers are Hafu, Ratsmah, ADWCTA (and Merps), Shadybunny, and a couple others. There's a spreadsheet out there somewhere that has all their statistics and such.

Gold in adventures isn't as good value as on Packs, if you can buy the adventures with money. 3,500 gold get you 35 packs that are more expensive, in money, that an adventure.
For your question of Malyrogue is not a cheap deck , around 6-7 k dust and Emperor Thaurisian. Now is struging to see its viability as is short of firepower ( flade furry nerf was a though punch) Is in reality a version of miracle rogue and amybe his most skillful version. If it is really what youwant go for it with time. Also can try to play a cheap version of miracle for see if the gamestyle fits you.

This would leave us with only one adventure expansion each year to play with and two expansion packs, which is really meh. LoE is pretty fresh and new compared to BrM, so I think they might wait a little longer before they cycle that out perhaps. I could be wrong tho.
BRM does have a lot of essential cards TBH. Shaman's have Fireguard Destroyer (but you know that new 7/7 Faceless fucks this up bad), and Lava Shock (which is also over shadowed by another 3/2 WoG card lol). It has some of the most essential dragons and also Twilight Whelp and more. BRM is still a good investment IMO.

I am pretty sure LoE will rotate out next year too. Blizzard made it clear that in each rotation only cards from the same year and the year before will be playable in standard. Though I'm not sure if they're planning to release two expansions and one adventure every year from now on. They might switch it up from time to time.
