Is it just me but is Tracker god awful? I don't know if it's the terrible starting cards or the dumb hero power, where you have to pay 2 mana to discover a spell cast this game and then pay mana to actually cast that spell and you're not even guaranteed you get a decent spell since your starting spells are crap.
If you'll get jade shurikens you can have infinite jade golems. It also works well with passive treasure which reduce cost of your hero power and let you use it twice a turn.

I had sticky fingers and jade shurikens but got WRECKED by the rock guy who reduces cards in hand by 1 each turn. Couldn't ramp my druids nearly fast enough (he also cast a ton of spells to prevent from shuriken every turn).
I finally got past the first bosses, I got rekt for a while by the guy who turns your guys into frogs since I didn't have enough cards to begin with and everything I played got forggdeded. It gets a bit better as you get more cards, the first bosses are a beach to get through. But I maintain that the hero power is useless,
Call of the Wolf, Sticky FingersFreezing Trap and Misdirection. Very good combo. I was cruising, got to boss 8, and I was down to 6 health and held fast just spamming freezing trap for the minion and misdirection for the hero. I ended up losing, because I was playing on my phone on the train to work, and ran out of above-ground stations. :(
Naturally, I haven't gotten the treasures lined up since...
I keep going for Kingsbane, and it keeps denying me. I never draw it until my last 2 or 3 cards, and the enemy swamp oozes it, or steals the minion with the deathrattle, thus stealing Kingsbane from me. Rotten luck.
One more to add. Sticky Fingers x 2 and Pick Pocket. 0 cost get a class card from your enemy that costs 2 less. 2 Mana to discover it and a hand full of fun every turn. Combine with Spectral Cutlass for good lifesteal to live.
first try tracker finish as well, got Lunar Signet and a bunch of Deathrattle minions plus the Shiv weapon that gives you +1atk for each minion you control, that weapon is basically a 7-8 attack weapon with 5 charges
Getting Cold Blood repeatedly is very good, even Sinister Strike can help a lot against the early bosses. Cloning Deadly Poison is great if you pick the Kingsbane package. It helps if you get the upgrade that makes your hero power cost 1 and allows you to use it twice a turn.
On my first run with Tess I didn't have much trouble until the final boss, which completely countered the deck I had built: I had lots of spells and weapon synergy, opponent used Ooze to destroy my main tool of removing minions, then played Troggzor so I couldn't build up another weapon.
So I think she's very strong, but you need a bit of luck with the bosses you face and when they draw certain cards. Or maybe it's not luck if you've played it more often, since you'll learn which key cards you need to pick to be able to survive the more difficult bosses.
The passives that make cards that didn't start in your deck cost 1 less and the passive that reduces your hero power cost by 1 and allows you to cast it twice make her power arguably the best of all 4 heroes. Combine that with Jade Shurikens and it's a relatively easy victory. Haven't beat her with other strategies but I would probably agree with you that without those passives, her power seems like it would be lackluster.
So far there are only three consistent factors in Monster Hunt: how well you understand each character’s power, rng, and patience.
I beat Houndmaster first shot, then struggled with Toki and thought she sucked until I leaned into the whole RNG thing in my picks and plays, beat her run after three attempts.
Just try to figure out how you can best take advantage of each class’s power and you’ll eventually get the right combination of cards, rng, and monsters.

It's actually hard to use early stages but as you progress and you get the correct combo of passive treasures and build good deck combo on tracker like jade combo + hero power it's really OP
And i actually beat "the whisper" (hero power:spells have echo) with 1 mana crystal using stones(cost zero) you can get it by activating hero power(with passive treasure upgrade) without spells cast on current game, I literally stoned a ghost to death

My tracker worked fine with Monster Hunt. Try installing latest update if tracker not recording your deck properly.
Tracker was the easiest for me, got it first try. Freezing Trap every turn from hero power carried me for those two last bosses.

Just get hero power costs 1 and can be played twice.
After that its mostly a breeze.

Nah, Toki is terrible, she's the worst hero in the Monster Hunt by far.
i couldnt win with the miracle approach. i just picked every secret hunter package and played like a tempo deck to win
