You get a bunch from the main questline, and 2 or 3 from the last few quests of each merc. other than that, it's buying, though grinding out mercs on HC isn't too bad. Just don't grind on normal.
By the way, once you have every Merc, you may want to save your packs for when they add more to the game. It's a bit wasteful to open them now for nothing but random coins and portraits when you could open them later for new Mercs.

Although if you are hunting for those diamond portraits, this would be your best chance to get them. It's that way of thinking that you could farm future mercenaries anyway, but you wil not be able to farm those shiny portraits. Of course if you care.
The chances are still low though. It's every 20th pack in average and that's for just 10% for a diamond portrait to pop up.

You get a pack as a reward for completing tasks 16-18 for each mercenary.
you also get packs from getting a high rank in PvP if you click on the big chest it'll show you the rewards :)
Who cares about packs when you don't need gold to obtain merc coins, just play the game.
But overall yes after the main questline there is no way to get additional packs unless you spend money.
Edit : some info I didn't know in this thread, so there IS a way to get more packs.
I didn't even know there was more than 10 tasks per merc lol.
