As for the availability of Gul'dan and Alex, their coins can also be farmed rather easily in Felwood and Winterspring.
All legs are basically only available from bounty, I believe (same one for N and HC) - Diablo requires Emperor, for example, which some people are struggling with - other than the random reward from every run that seems to be entirely random, though obviously small sample size for now. Feels like modified pack rates would be illegal in many jurisdictions due to lack of transparency.
Also seems better to farm normals than HCs, I'd suggest - I'm guessing around 55 normals per leg craft (~15 coins per drop) and around... 42 HCs (~20 coins per drop). I'm not tracking number of coins per drop, though, in my data - that's purely from eyeballing. Got the welcome and starter deal (25 packs, 3 mercenaries), completed the pve story and bought around 50 packs for gold. So ye, those most sought after are definitely gatekeeped. Since im diablo fan the most being my favourite game series, i wanted diablo the most. From wow i like ragnaros and guldan the most. So ye, for me a big let down on luck.

It's high variance - at one point I was seeing 20% Malf, 45% Voone, and 35% or so Tamsin. Currently around 30/30/40 for percentages of rarities within the bounty rewards, which is the primary result i'm now looking at - my team's changing for different bounties and data on rarity within team isn't that useful, I suspect. That means that on average you'll get coins for the legendary from most encouters, since there's three rewards from the bounty pool. Hopefully I'll be able to nail down the numbers a bit better when I'm done with the next Leg (which is Mutanus, just going through in order)!
Using this rough guide and 15/25 coins AVG for N/HC (25 feels more accurate than 20 per, actually, when I pay attention to those numbers), we're talking an average of 37 normal runs and 23 HCs to craft a leg. This goes to 45/27 for a 25% leg droprate per, and 56/34 for 20%. That's significantly better than my initial estimates before I started data collecting.
I got Guldan as my welcome bundle legendary. No alex or syl so far but i'm very close to 500 coins on one. Guldan seems like the most popular of the three mentioned (he's tier 1 for sure). Sylvanas is pretty good and nobody plays alex.
YES! This is pretty bad honestly. A bounty tooltip says it contains a certain coin, and then you get that coin maybe 1 time in 3 runs.
I find this really annoying and unfair.
In my opinion these bounties should contain the coins written in the tooltip, + 2 more random type of coins.
The other issue:
Task progress should be trackable: I should now how many tasks did I complete with a specific character.
And task drops should be in fixed locations.
This is too grindy.
And yes, good Mercenaries are gatekeeped. AS F2P player (bought the welcome bounty though) I need a good Protector to have a decent team set up, and all of them have their drop location in lvl30 BRM zones that are hard to even complete, not to grind them for coins.
And by the time we gear up some characters they'll release another set of Mercs or the possibility to upgrade them to lvl 40-50-60, etc.

When the bounties start giving five reward packets, three of those WILL be of the reward coins. One will always be random, one will always be for a merc in your party. Within that, there's a slight weighting away from the legendary that I'm seeing, but nothing major. Certainly no worse than a 20% per reward to get the leg, current data shows it as approx 3:3:4 ratio leg:epic:rare for me, though daatset ain't that big yet. Data primarily gained from HC fallen protectors, though expandnig to other bounties.

Given that I need ~250 I need 32 runs (rounded up) to complete him. I have to check you long one run took, but I assume it was around 10 minutes. Therefore I need "just" 320 minutes (over 5 hours)...

It's like if instead of playing other players with similar MMR until you built your first constructed decks you instead had to earn packs by playing the innkeeper over and over again.
Which is weird because Hearthstone has improved the new player experience a tonne since I started playing, what with duplicate protection, core set and free decks. The first year or so that I played but didn't spend much wasn't much fun.
Mercs seems like a throwback to the bad old days.
Ever since the earliest announcements, Mercs has been described as primarily a single-player game, with optional PvP. If you hate the single-player part of the game, you probably need to find a different game.

Without target grinding for legendary mercs (except one who is already crafted) or buying any packs, I have 200-400 coins for each of them after less than two weeks since the release.

I've been looking at Heroic Blackrock and noticing that Guldan, Alexstrassa and Sylvannas are all on the Coins list for those activity completions.
This suggests that these are Top-tier/sought after legendries to have.
I got quite lucky in the packs I got: Lich King, Diablo, Jaina and Arthas.
I just wondered if many people got Alexstrassa, Guldan, Sylvannas in their packs; or if there is a scarcity in who has them?
I'm imagining a sour taste if no-one has those three and everyone has Illadin say; not that I'm saying Illidan is particularly bad.

Huh, I'd presumed was leg, thanks - fortunately only got a couple of datapoints that that removes. So no legendary from that bounty.
It doesn't really suggest that. It's just that those slots have to be populated by someone, and these are the mercs that landed there.
I don't think Gul'dan is on a lot of must-have lists. Alexstrazsa is actually one of the least desirable legendaries until more Dragons are added.
