But that's just not true no matter how you slice it. Hearthstone's constructed game mode allows you to focus on getting a competitive deck on day one for free if you know what you're doing (and if you don't, there's plenty of places to look for advice), they also give you a pretty good deck of your choice if you return after a long time. You don't have to grind boring pve content for hours just to maximize a deck, since, once you have the card, it stays there forever. You also have duplicate protection when you open packs. You also open actual cards, and not tiny fragments that you have to spend a lot of money or time (same difference) to put together. You can actually save currency in gold for future expansions, while in Mercenaries there is absolutely no way to save for upcoming characters. Horrible design. Also, you can disenchant duplicate or unwanted cards, with a full refund, for a quarter of their value, meaning that with every rotation, you get a quarter of all the cards you owned that year refunded if you don't play wild. The fact that I played mercenaries for almost a month for at least a few hours daily and I have maxed out only a few characters tells me the game is way too expensive for the boring mess it is. It is not F2P friendly, unless you are having fun playing the same pve adventure many many times to (maybe) get some desired coins. As a final point, you can buy a tier 2-3 deck including 4 legendaries for £12.99. What does that get you in Mercenaries? A legendary and 15 packs, which will contain a lot of unwanted coins and maybe another legendary if you don't just land a portrait . And that's quite a good offer compared to the other "deals" they have. :)
You seem to have missed the memo about Mercenaries being primarily a PvE mode, with optional PvP. If you don't enjoy the PvE, then no, you should probably not bother with the mode at all.
If, on the other hand, you enjoy the challenge of difficult PvE encounters, you don't need maxed out mercs. Doing the best you can with what you have is the game. I personally think PvP (in both Mercs and traditional Hearthstone) feels extremely grindy as you face the same meta decks/comps day after day. Mercs PvE is interesting because you can test out all kinds of fresh comps as your mercs slowly improve, and because you can intentionally decide how you approach each boss (rather than being hard-countered at the start of the game by unlucky matchmaking).
If you think games are supposed to be primarily about rewards and efficiency, it's possible that you've missed the whole point of gaming.

It's actually an incredibly generous mode for F2P players as long as you grasp the concept of time-gated progression. But if your goal is just to rush to endgame so you can play a glorified version or rock, paper, scissors, I'd recommend playing any of the hundreds of games that are better suited to that.
It does not say that in the in-game shop, nor when clicking the info button, nor in any follow-up screen during the purchase. That is where I purchased, not in some other shop location. I would not have bought packs had I known that.
Absolutely false. The in-game shop has an info button (which you mentioned, so you clearly saw it), and that info button leads to a pop-up telling you to click MORE for full information. Clicking MORE takes you to the webpage mentioned above, with everything you need to know about how the system works.
There is nothing illegal about this. You were simply too lazy to research the terms of your purchase before buying. Get over it.
The way it is explained is certainly poor as I showed previously.
"Each Mercenaries Pack contains at least one Rare or better Mercenary Card until all Mercenary Cards are collected from that rarity tier."
But portraits are depicted as cards before you turn them over and so if things were working as promised you should get at least get rare portrait cards until those are maxed and then get all coins.

You open a pack, the card rarity is determined to be Rare, and the roulette lands on Scabbs Cutterbutter. You have all three portraits for Scabs, but not for other Rares, like Xyrella. You get five sets of coins."
But as explained before portraits are cards so if it was working as promised then Scabbs Cutterbutter would have been removed from the card pool but was not. So this 'you didn't research the terms of your purchase before buying' excuse isn't going to fly because we were told it would work one way but it works another.
