I bought 20 packs to speed up collecting Mercenaries. The shop states, and I literally quote: "Each Mercenary Pack includes one rare or better Mercenary, plus 4 other items that can also include Mercenaries, Coins, or Cosmetic Skins."
I just opened a Mercenary Pack that had no Mercenary in it, but only coins. Not only that, 2 of those coins are completely useless, as I have the Mercenary already maxed out. Anyway, the pack had no Mercenary in it. Where do I get my money back, and where do I file complaint of this sales scam and demand my money back? It is against the law to say you sell something but deliver something else.
It does not say that in the in-game shop, nor when clicking the info button, nor in any follow-up screen during the purchase. That is where I purchased, not in some other shop location. I would not have bought packs had I known that.
You cannot sell me something from your shop, deliver something else, and then say: oh but in some other remote location on the web we actually say that we sell something different than we just told you here. The problem there is portraits are depicted as cards before you turn them over and so if things were working as promised you should get at least get rare portrait cards until those are maxed and then get all coins.

But as explained before portraits are cards so if it was working as promised then Scabbs Cutterbutter would have been removed from the card pool but was not.
Don't buy packs. It's a complete scam. Not only is there no duplicate protection and there never will be (enjoy thousands of cariel coins), but the grind is insane, and even that grind does not guarantee you the coins you want. Extra coins are not disenchantable for even a tenth of their value. New heroes will probably be always introduced, meaning that you will always have to spend to get them, or grind like a madman for 20 hours. Because of this game having more currencies than anything I have ever seen before, you cannot save up for new stuff. Looking at the published list of best heroes, and seeing that I am missing a big chunk of them, and most of the ones I had were maxed out, I decided to stop even doing the daily crap. The game mode is a complete failure, and a devilish spawn of corporate greed. Good luck getting your refund lol.
I think the system is fine and the game also. Yeah sure, you have to grind a bit but you CAN build amazing legendary teams for free.
And I think its yout fault buying that many packs when you allready own that much mercs/coins....
I just play every day about 3 hours in the evening. Next to netflix, next to dinner, next to teethbrushing - I played since day5 or so - and I nearly own all relevant legendarys, having many of them allrdy good equipped - having fun in PVE (with heroics) and PVP at 6000-7000 elo.

Absolutely false. The in-game shop has an info button (which you mentioned, so you clearly saw it), and that info button leads to a pop-up telling you to click MORE for full information. Clicking MORE takes you to the webpage mentioned above, with everything you need to know about how the system works.
There is nothing illegal about this. You were simply too lazy to research the terms of your purchase before buying. Get over it.

The monetisation system is a joke that resembles gambling more than any other microtransaction process used by blizzard.
It's the exact same as Hearthstone cards. Have you been complaining about that for the past seven years?
I'm not saying it's a great system. It just blows my mind that it took an entirely new game mode with the exact same monetization for people see the problem.

Although mercenaries is much more F2P-friendly than constructed (since with some moderate motivation and time investment you can grind the coins you need to craft and slowly upgrade all the mercs you want), its economy when it comes to packs is pure trash. One mercenaries pack will generally give you the equivalent of 200 coins, which is more or less what you get if you do 2 full heroic PvE runs of level 28 or higher (which should take approximately 1h or less). On the other hand 1 pack costs 100 gold which equals 3000XP on the Rewards Track or 7-8 hours of grinding HS...
Bottom line: Unless you have a huge amount of gold and no other use for it, don't buy packs with gold it is really not worth it as it is right now

Also, you can disenchant duplicate or unwanted cards, with a full refund, for a quarter of their value, meaning that with every rotation, you get a quarter of all the cards you owned that year refunded if you don't play wild. You seem to have missed the memo about Mercenaries being primarily a PvE mode, with optional PvP. If you don't enjoy the PvE, then no, you should probably not bother with the mode at all.
If, on the other hand, you enjoy the challenge of difficult PvE encounters, you don't need maxed out mercs. Doing the best you can with what you have is the game. I personally think PvP (in both Mercs and traditional Hearthstone) feels extremely grindy as you face the same meta decks/comps day after day. Mercs PvE is interesting because you can test out all kinds of fresh comps as your mercs slowly improve, and because you can intentionally decide how you approach each boss (rather than being hard-countered at the start of the game by unlucky matchmaking).
If you think games are supposed to be primarily about rewards and efficiency, it's possible that you've missed the whole point of gaming.

You are missing one important rule:
"Each Mercenaries Pack contains at least one Rare or better Mercenary Card until all Mercenary Cards are collected from that rarity tier."
