I don't think of Samuro as an overpowered hero so much as an attacker that actually works. I think the development team greatly overestimated the value of Attacking in general, and Samuro isn't good because he attacks, so much as because he pumps stats and attacks. Smashing bodies in this game only works if you have a clear stat advantage, and is almost meaningless (or even detrimental) otherwise.
I actually think the overpowered hero here is Xyrella. Attacking isn't a strong mechanic in Mercenaries to begin with, and she kicks them while their down. People probably wouldn't run Xy without Sam — who needs a counter for an underpowered mechanic? — but Sam would be a lot more fair with, say, Brightwing as an enabler such that the Blademaster was subject to retaliation damage.
The only thing that kills Xy and Sam is Xy + Sam and Cairne

Shadow beats xy/sam easily. And even without a taunt on turn one you can survive its damage on high health casters like Tamsin. I personally run Tamsin/Lich King/Tavish and it works wonders. Lich King cleave slows so the followup turns become easier, Tavish needs to get hit to not do huge snipe damage so they usually go for him instead of Tamsin, but his +health passive makes him sturdy. Tamsin has deathrattle 25/25, so people tend to ignore her on turn 1 too, allowing me to build up some anti-healing/spellpower/summons on turn 2 to settle the late game. Then when lich or tavish die I swap in voljin/sylvanas/cairne to gain speed and snipe stuff down.
If you are looking a OP broken combo that will carry you to easy wins in PVP, then look no further than these 2.

literally known since Day 1 ... and they already have a counter composition. (Malfurion, Guff, Brukan)
Xy and Samuro murder Brukan turn 1. There's a chance they can do it without even needing the third Merc. How is that a counter?
The Xy/sam Combo has lethal first turn, nothing you can do about that with this comp
I have a feeling that shadow comp (Voljin, Tamsin and protectors) are countering Xy/Sam pretty well.
