the actual more consistent way of defeating King togwaggle is just leaving Party Portal alive, he's sort of programmed to copy it with Mask of Mimicry and then fill his board with them making his board pretty unneficient and giving you time to actually defeat him, i've beaten him like that in multiple occassions and it seems people on the forums have done it as well.
Ran into him only once, on Warlock clear. Managed to beat him with a controllish list. Had to note, that I played Wish, Gul'Dan and stole about 5 boombots from him with that "minions choose side of the board randomly".
As some mentioned already I managed to defeat him with a (to my feelings) suboptimal Rogue deck by just letting him fill his board with Party Portals.
Play minions with high attack when he gets a weapon out, he'll attack em and you can slowly chip away his health that way. He normally should fatigue earlier than you.
Just play 5 Tirion Fordring and a couple The Lich King... nbd bruh
yeah, well I tried to beat him with Ragnaros but it turns out he gets Shadow word Death from Lyra....the fucker...
oh well at least I beat Azari
I tried having fun once. It was awful.
The key to defeating Togwaggle is hope he gets a Cursed Blade from Blingtron (which he did) and then ram into his face with a couple of Leeroys.

I finally beat him doing just what Infirc said. He filled board with portals and I left fatigue kill him. Screenshot attached
I had the same method as others and he just about filled his board with ice walls and I hero powered him with hunter for about 20 turns. Lul

I got him with jungle giants druid. When you get the spell, all minions above 5 cost 5, just go big. Or double battery with cthun is broken

Hey, this was helpful! After three Warrior tries at him, the advice "Let him fatigue" worked - I'd been too aggro. King Togwaggle never did play his Party Portal, but he used Mask of Mimicry on my Hungry Dragon so I kept getting buffed 1-drop minions to play into his drops, leaving Fire Plume's Heart to Sulfuras and my Dragons with Captured Flag and Scepter of Summoning for his face. He didn't get to fatigue.
Meanwhile...this happened to me :))
