udate: second offering had another empty bucket!! lol at least its consistent!!
Happened to me earlier. Restarted the app and was offered a choice of 3 buckets.

I believe some empty buckets are intentional. They appeared in Dungeon Run too. They give you a chance to "remove" cards from your deck.
Obviously 3 empty buckets is a glitch.
