Maybe if she herself was a Pirate that'd be somehow of a buff.
I find it annoying that even if I have her and I tier up to 3 and get Briny Bootlegger I just have no pirate to trigger the coin.
Generally pirates are too slow for current meta and they still have no abilities. No cleave no divine shield no poison no windfury (lost their only one in update) one low star taunt one deathrattle (which summons a 1/1 that'd be meaningless if not for khadgar abuse) one avenge (that requires 5 minions to die so it's almost impossible to trigger with pirate board until you still have scallywags)
They can only grow into decent stats after pulling off Hoggarr APM, but raw stats don't win endgame.
Pirates are in kind of a strange spot, but with 6-7 heroes they are quite workable (Patches, Hooktusk, Lord Barov, Silas Darkmoon, Millhouse, Gallywix). Most heroes can't really expect success with pirates, you need free refreshes or free discovers or something to get them going as they "scale poorly" for a few turns.

Most heroes can't really expect success with pirates, you need free refreshes or free discovers or something to get them going as they "scale poorly" for a few turns.
The problem is, except Patches, all the ones you mentioned will do much greater with anything else but pirates.
Plus, even if I love lord Barov, he is an unrealiable character, considering you need RNG or massive imbalance to win your bets.
Maybe Gallywix with Hoggar APM can work better than other things, but even then you require something that scales fast enough to let that fat bastard abuse economy.
Sadly not true. Imprisoner, sewer rat, harvest golem, tough tusk, glyph guardian (kinda) are all equal or better, and have many other upsides to them.
imo shipright would have been fine if it added a pirate to every refresh like ysera's hero power. I don't think it'd even be that strong since pirates are still really bad and have no presence in the game outside of scally+eliza. They're decent at economy but this doesn't translate into any sort of win condition unless you hit *the absolute nuts* and have an early hogger+peggy/salty combo going which somehow lets you survive the midgame, and then abuse selfless+huge stats lategame.

How about "After you upgrade your tavern tier, add a random pirate of that tier to the tavern".
