What are you missing out on by not having the Tavern Pass? Which heroes are locked right now? I'm fairly sure Zephrys (who isn't a top tier anyway) is, but are there still others? If not, then the only difference is a Tavern Pass holder has more chances to roll a good hero because of the 4 choices they get, but that's hardly "pay to win". You can still get Lich King or Omu or Rafaam like everyone else.

It's not necessary, there was just yesterday a post on reddit of a guy who reached top 200 with a f2p account, but there is absolutely no denying that it's a tremendous advantage when it comes to climbing.

you still get gold... and you should get gold ALOT easyer after since if you only play BG you will get more gold now... since its exp with that and since eachthing will give exp that make it less pay to win... and it never have been pay to win since its was never hard to get the gold for the packs

Without commenting on whether this particular example is Pay2win, the idea of P2W in any multiplayer game is terrible for the game imo. Any advantage (however slight) is still an advantage and is unfair to the other players. Even games which technically let you grind the same stuff over many months/years are still P2W in my opinion, as there's nearly always new stuff (which ends up OP) that the people paying get straight away and the free players have to wait for, and usually when they get them they've already been nerfed.
It's a shitty marketing scam to make up for a game which is obviously lacking in other areas.

That being said, they are not removing the ability to farm gold, in fact quite the opposite for a BG player. You get experience from playing BGs, which will quickly give you more gold than the 10 per 3 BG wins before, so it will be very easy to ensure you have the pass permanently as a BG player.
Battlegrounds is a free game mode inside a free game. You can buy battle pass for gold that you get by playing the game, you don't need to spend money. How's that exactly p2w?
Even if you're new to the game (which obviously you aren't), you'll need to grind gold for month or two to buy your first battle pass (btw after two months it's half the price, so 1250 gold), and after that just save gold that you earn and you can get battle pass each season without spending a dime of real money.
Even though I don't know for sure what the new progression system will bring, I seriously doubt that it will be difficult to collect 2500 gold in one season.

But you said in the OP that it is NECESSARY to get a chance at a decent hero. Lower chance =/= necessary.
First let's look at fifa ultimate for a good pay2win example. You pay money to get better players, if two players have the same skill, the player who pays more money is likely to win.
In hs you can pay for flexibility, a better chance for a better hero. Does it mean you win? No, because you can get 4 bottom-tier heroes and the guy with 2 chances can get s-tier heroes. Is it pay2win ? Slightly, but does it ruins the game for everyone else? No, because I can still get a s-tier hero without tavern pass.
