You could say the same of Hearthstone in general. Every game is (or should be) designed just to have fun.
But it doesn't matter if a game is meant to be competitive or not. People just like finding out who's doing a thing better than everyone else, no matter what the thing is, and if part of doing a thing better is rolling for the best heroes, the fun of competition is diminished.
You could also complain about RNG influencing Dragon Quest speedruns, AKA "how lucky do I get with Metal Slimes?", and it would be a perfectly reasonable complaint within the framework of seeing a Dragon Quest game as a speedrun discipline. Which of course the developers don't.
But unlike Dragon Quest, Battlegrounds is actually designed as a competitive game. Not with championships and shiny trophies (yet), but specifically so that players play against each other. So it's actually reasonable to ask for better balancing, even if some people ultimately don't care.
Whether the complaint is adequate in this particular case, I cannot say, because I currently don't play Battlegrounds much.
It's power inflation. Stuff in Standard is just way more powerful than it used to be, and decks need to be razor-honed and -focused in order to not die by Turn 5, and there's just so much less room to be interesting.
For BGs, it's not just that Rag is too strong (he is!) but that the requires essentially zero thought. Exist and it happens. Contrast something like Dancin' Daryl, where there's some actual skill involved. You've got to be thoughtful about tavern tier, pick good dance targets, know how much of your board to sell off. Jandice isn't quite as bad as Rag, but get a Pogo early, and it doesn't matter. The strength of heroes has just become so absurd that a bad roll in the tavern just hangs you out to dry, and doesn't even deliver a fun 20 minutes.
Games are so short that you either get wicked lucky taverns and can't lose, or you're just toast. There's no room to develop a build or catch-up. Most other auto-battlers have long-enough games and catch-up mechanics that a mediocre or unfocused start still gives you room to make choices, decide on a build, and see what you can accomplish.
Its sounds like OP thinks hes going to have better results once the strong heroes are nerfed...

befor 6500 rating rating means noting since you cant drop rateing unless not more then 499 point so you just need to win 5 games or so to get to next rating floor.. i am at 5875 i was like 1200 today but i only got like 3 top 5-8 games and like 17-18 top 1-2 and i mean i did not get any top 3 or 4 today lol i just trying to force element with triple on 4 trying to get 5 drop 4/4 that give 1/1 when you play element to bob elements its insane and if you get it early you can even beat rag... this 3 games i just got the most shitty rolls so there was like noting i could do but its fine you cant win all games no matter who you play the wrost player can beat the best player since its just rng most of the time but in the long run you should beat the bad players more then he win over you

It's amazing to me that this mode has become popular. I guess if you slap a ranking on something, people will spend time trying to climb that ladder. The primary strategies of the mode were cracked in the first few weeks, and they have not changed since that time. They release new content, and it takes less than a day for people to re-calibrate. Top ranked players play on auto-pilot for hours a day, every move having been committed to muscle memory. The addictive power of candy crush style games are on full display.

Like, the first five turns are mostly the same for almost every hero. Buy // Level // Sell + 2x Buy // 2x Buy // Buy + Level. So that's Turns 1-5. By Turn 10, for a lot of players, the game is essentially decided. The best heroes have a shot at top 3, three folks are doomed to bottom 6, and there's a little bit of a fight over 4th place.
Get to Tavern 4 and a Triple. Miss on Baron on that single discover of a Tavern 5, and you've blown your entire chance at a Deathrattle build, and GG. Trying to do Dragons and miss Kalegos on a Discover? Nope, done. A game where the damage was a little lower, where you had an extra turn or two to play before getting killed, might help people feel like they actually put a build together. Maybe it worked, maybe it wasn't strong enough, but it was a coherent build, and you leave feeling like you played the game and had a shot.
Right now, BGs are so fast that you can't miss on kinda anything, or you'll just get eaten alive by the few OP heroes out there.

this. i'm often at ~38 health, i miss triples or miss my brann or lil rag or else at the discover and 2 rounds later u get hit 2 times in a row for 20 each and you're out. fun games

Like now BG is too fast I agree. Sometimes is even difficult to have a tavern 6 minion.
