Spawn has overstayed it's welcome. You can counterplay it slightly by keeping 1 attack taunt up but it's just not viable past turn 4. Aside from that just pray you go first snipe opponents minion before it gets +1/+1.
Cannon has no counterplay aside from winning coin toss for going first and sniping it before it has chance to fire - preferably with your own cannon shot since you also have it. At least in some matchups it fades off in late game.
In regards with spawn you already pointed out why it's in the low tiers. It's strong when everyone has 2-3 attack minions, but doesn't really help as much past tier 4. I would most definitely describe it as an A class two star minion and because of its universal effect, everyone can use. It's a good card to have to turn a losing board into a competitive board early on.
I'd like to see cannon gone because its just not a fun card to play against. It relies a lot on you attacking first or your opponent might get lucky enough to snipe it, or if your playing against it and your minions never hit the cannon you just lose because you get blasted so many times. You can make the same argument for Soul Juggler, but at least Juggler is in tier 3 and only works with demons which you need to make a proper build for. Cannon should also go to tier 3 or remove it.
Spawn is a very good 2 drop but isn't as broken as cannon. With some heroes like Deathwing it isn't even good to pick it. You can also easily counter it with a Righteous Protector, then hope that your minions doesn't kill it.
I can get behind the "retire arcane cannon" train. It and Macaw really increase the punishment of losing the "who goes first" coin flip. Sure the cannon falls off a cliff in the mid-game, but that's little comfort after it has wrecked you. IMO, having something be an auto-buy no matter what comp you're running means that it needs some tweaking/retiring.
Spawn has very similar issue as Nightmare Amalgam - grab it regardless of your build and hold onto it forever. Spawn doesn't fall off until late Tavern tier 4/5. If you make it gold it's not replaced until tier 6 or even end of the game.
When you fight against someone without spawn in early-mid game only explanation is it wasn't offered to them.
It's also REALLY stale since it's neutral and exists in every match.
Spawn of N'Zoth and Arcane Cannon are both unhealthy mindless go-to tier 2 picks.

How about only pirates attack can trigger cannon? And when pirates rotate out the cannons go too.

Arcane cannon is the most cancerous card ever created in Battlegrounds. I'd take Mackarel any day over this cancer card.
