So, I know The Boogeymonster is bad, but how bad is he? Well it turns out he's preeeeeettyyyyyy bad.
I just got him on turn 5 off of Shifter Zerus with AF Kay and went with it for shits and giggles (cuz getting way ahead in tiers is good, right?). Got destroyed, like utterly. To be fair it didn't help that the other best card of the 3 options was Replicating Menace, but if a 5 star card is bad when most people are on turn 5 of the game, then i don't even know why it's in the game. The heroes that could buff it wouldn't want to. George could give it divine shield but then it would die in two hits instead of one and you wouldn't get it on turn 5, so it still wouldn't be powerful. Like the only way i see that you could possibly make it stronger at a reasonable pace is to give it taunt with Defender of Argus and then buff it with Strongshell Scavenger while you have Brann Bronzebeard, but literally any cleave would be a much better option at that stage of the game. It's just so not good it's funny.

Also thank you Hearthpwn for locking me out of my old account. I just wanted to post this for people to appreciate just how bad the bad card is and leave, but i literally had to make a new account to do so.
As previously stated, i got him when most people were on tavern tier 2 at best and he wasn't good even then. Statwise he's too strong to put in tier 2. If i couldn't gain any sort of appreciable advantage, or really any advantage at all, getting him so early, he's not good. I don't think any cards are marginally worse, since taunts have cards that can buff them. The previous game i played (mind you this is hovering around 5k) I had triple Phalanx commander buffing a whole board of taunts and even the shellraiser (which i did end up picking, not for too long) was a valuable minion in the midgame.
I just think for what you get, it's not even comparable to the "bad but playable" cards, it's just bad.
That's very relative. It really depends on what build your opponents have. I once got him early and he was quite helpful, until he eventually had to be sold.
Incidentally, I got an early Reaper in another game and I ended 7th or 6th. So, it really depends on the build your opponents have.
A while ago I got him golden for fun and giggles. He did decent against players who relied heavily on tokens but still died to big minions. I think he should be ok t4 minion although I'd push him down to t3 even.
Non-tribal cards like these are there to water down the pool. Like when you get thrown a crap choice in arena or random card in thief rogue. The reason for Boogeymonster specifically and not something else is probably because there are actually surprisingly little constructed minions that makes sense (effect-wise) to put in Battlegrounds.
They might consider simply removing Boogeymonster and creating a new Battlegrounds minions with a similar but stronger effect.
Just have his effect last between rounds ("keeps enchantments") or something so you are rewarded for 1) getting him early and 2) scoring kills with smart positioning.

I think he is marginally better than Righteous Protector and Tortollan Shellraiser.
Boogey should drop a few tiers to see play.
The only way Boogeymonster can be playable one day would be with Commanding Shout
