I am getting the same exact starting hand, mulligan, and same cards drawn each turn no matter how many times I repeat this round. Is this intended? WHY is it like this??

StaffIt is yes. The idea is that it's a puzzle you solve, not an RNG wall you just hit into however many times till you get lucky.
If you see a bad post on the forum use the report function under it, so I or someone else of the moderation team can take care of it!
Try different things, eventually you'll win
The opponents will also have the same cards, so think about what they have and how they respond and work your way through the encounter.
Are you playing adventure mode boom’s day project, because if you are it is intended.
