The great thing is everyone gets to decide for themselves whether it's right for them or not. Don't need RoS packs at this stage, maybe would have been better if available when the expac launched.

The problem was, once they bought it, a lot of players were unable to complete the content and unlock all the cards. This caused a lot of backlash in the community because they felt had paid for something they were unable to use in the PvP game.
THAT is why they are not gating any premium cards behind the content anymore.
And as for the claim that the "adventure is way overpriced," you don't have to buy it. (UNLIKE the previous adventures, which you did have to buy if you wanted the premium card rewards, as there was no other way to get them.)
But it's not actually overpriced. Twenty bucks for 15 packs plus a golden pack plus two cardbacks is quite reasonable. (Normally, you just get 15 packs for $20.) Again, don't buy it if you disagree, but you're demonstrably wrong about this.

I don't understand this comparison - I can buy 15 ros pack for 19,99€ and thats it.
And now i have adventure for 19,99€ that give me 15 ros pack, golden pack, legendary, card backs and of course pve content.
For me this is better deal.

But if you purchease it in gold it means the whole thing costs 2100 gold which means you would be able to buy 21 packs with it. People just cry over anything, I'm pretty sure a golden pack, a golden legendary and more important THE FRICKING PVE CONTENT YOU UNLOCK WITH THE GOLD. So they spent a huge amount of resources to create this content, likely approaching a million dollars when you add up time, salaries, etc., and you expect to get it for free? Millennials.... Don't ignore the fact that you can get it for 700 gold a week, which is effectively free since you can make that gold for free.
Also, adventures were removed because the model did not provide enough cards to shake up the meta, not because people didn't buy them. It was like 5 class cards per class and 4-5 common legendaries, no class legendaries, and just wasn't enough unless they printed OP cards which had its own issues.
Regardless, at the end of the day, it's a game. The game is played for enjoyment. You buy packs and spend gold to increase your enjoyment playing the game. The question you should really be asking is if opening 4 packs gives you the same amount of enjoyment that playing the PvE content for hours would give you.

Unless you think that golden pack is worth 1600g (400g * 4 paid wings), the only value in this adventure is the playable content itself. Of course, there's nothing wrong with spending money on things just for fun. This is a game, after all and if you think its worth it, I'm not going to judge you. However, even though I'm normally a huge advocate of evaluating fun in terms of money, I don't believe this event is a good trade. It's very easy these days to experience games second-hand from streamers and in this instance, that kind of experience is good enough for me.
If you're fine experiencing content second hand why wouldn't you be fine doing that to ladder as well? The fact that ladder has no story or sequence and it's being done all the time by tons of people makes it much better to experience second hand than an adventure where you'd probably have to watch a VOD and skip streamer and chat interaction to watch in its entirety.
Also for me as a f2p player while I don't have too much problems having some decent decks, I've come to terms that I'll never have a full collection, so if I had to choose between having sacrificing around 10 packs worth of dust and not have access to an entire game mode I'd choose the former in a heartbeat.

In the old "adventure format" you could buy a whole adventure for the same price (2400 gold) and got only 45 cards.

I normally don't rate the pve content, it's repetitive and doesn't feel like a challenge. Therefore I won't buy the wings.
