I wonder... why take this long to release a fun part of the expansion ? I could understand a week delay to release it... But this seems just too much time to make it available , and yet, no date confirmed ? c'mon...
Because last time they released pve along with the new set people flooded to pve and new cards got ignored. These are their words from Monster Hunt interview
I guess part of the reason is that they want to keep people interested. Now, people are playing anyway because of the new expansion. In 3 weeks-5 weeks time, playernumbers will start to decrease. Then the adventure will again spike the interest of people and when they play the adventure, they might also start a few games...
As a budget player, it is a little disappointing to have to wait for my free adventure packs.
I suppose that's one of the ways that blizzard incentivizes the spending of real-world money on their game: "If you buy the bundles, you get to play the expansion right away. If you want to play for free, you'll have to wait for the adventure".
In the mean time, I'm forced to play out-of-date decks or try to build around what I get out of the first five or six packs that are offered via daily quests.
I hit my rank floor goal before the expansion dropped, so I guess it can be satisfying trying out new stuff in casual, but that will only be so entertaining for so long.

The reason is pretty obvious; it's both about player engagement and player investment. Other comments already talked about the engagement part, which is pretty relevant; after one month and a half that a new expansion is out, the game starts bleeding out players who get bored and who don't have the collections to try thousands of options and who don't care about the grind. However, if you inject the game with more content, you manage to retain those players before they start sighing from boredom.
That's reason number one. Reason number two, player investment, is undoubtedly much more cynical; it's because if the pve is one month later than the expansion, you will be more inclined to spend more on packs right away - I mean, who the hell would want to wait for a month to spend all their gold? Psychological impact is very important; players tend to want to take part in the hottest trend, and waiting for a month so that they can earn those 12-15 packs spending 2.8k gold isn't an option. They would rather spend it all now, so that they can get in the expansion right away, and earn gold all over again in the span of time that takes for the pve content to fully come out to pay for that one. What this really means however is; players will spend the gold they will earn through the months of April and May on the PvE content - because they spent most of what they had when the exp first came out. Of course, this will translate to not being able to open as many packs as they're used to once the new expansion hits the game on August. And that will translate in an even harder time if they repeat this PvE model during September. Briefly, they will make it so that psychologically you'll want to jump on the newest thing - the expansion - making it harder to pay for the next newer thing - the pve content - that will make even harder to pay for the following expansion, making it so that you either start paying up more than usual or you just choose whether you want to go all in on PvE or PvP

its "free" in the sense that it doesn't cost me real-world money, but that requires saving up gold. That gold could be used to buy packs upon the expansion release, or be used to buy the entire adventure if it were available.

That's true, but in view of a competetive collection, you only get 3 packs for 700 gold. Of course, that disregards the fun of the adventure and I will get it (probably with gold). But since you emphasized that you're a budget player, I just wanted to point out that you are getting less packs in the adventure (I think 3 per wing?) than if you would buy packs.

15 packs per wing seems like a lot of value for 700 gold and a lot more than I thought they will give. But I am not 100% sure that this is correct. But I hope so.

How many wings will there be and gold per wing?
That's what I found:
"First chapter will be free, while the other four will cost 700 gold per chapter (or $19.99 for all four). All five chapters will give you 15 Rise of Shadows Card Packs, a single Golden Classic Pack and a Golden version of Zayle, Shadow Cloak (which works like Whizbang the Wonderful, but gives you one of the five new decks at random)."

I don't read that as 15 packs per wing, rather 15 packs across all the wings.
I believe it's 15 packs total.
