There's 3 of the decks with 3-4 legendaries which is a normal amount for most people playing ~1 month without paying a dime to have... It's not too difficult to craft 1-2 of the ones that are win conditions(raggy/ysera) and get yourself a decent deck to grind ranked with... Good arena players(that spend a lot of time playing arena) have all the cards they want for constructed without paying(much or at all)
really wish they would add a cap to legendaries in a deck, so we can see more cards being utilized. Granted having a more extensive card library would help.

Hmm, so it seems that in general the more legendaries you play, the more different cards there are in the deck!

I agree with that, not only that, but it would make legendaries feel less "common"

The game has been in beta for a while now. Even just doing 1 arena/day without spending any money I've opened upwards of 130 packs.
