Yes it is. I got my Nemsy late 2018 just by installing the Fake GPS app and attending a fireside event in Canada by playing against a random person there. You're going to need to go to the Blizzard website and look up official fireside gatherings in order to find the exact address of the event to plug into your app (also making sure you convert the time to your local time to see that when you try to spoof your GPS that the event is going on when you do it).
