Is this specifically the auctioneer draw engine you are referring to ?
Because with have Malygos the Spellweaver in the core set now, it's pretty slow but very fitting to a variety of combo decks I think, including combo rogue.
No matter what, tomb pillager is one of my favorite rogue cards and I'm very happy to see it in the core set, but I don't think miracle rogue is coming back, and if it does, or if other old decks pop up in the year of the gryphon, one could wonder if this whole core set thing was a complete failure.
Tomb Pillager will not revive miracle in standard however, Miracle is back in the Classic Format, (just watch out of the face hunters with 2 mana Starving Buzzard)
unless cards from expansion proves it wrong, miracle rogue won’t have any win condition without eviscerate, edwin, lackeys, whirlkick master and questing adventurer
stealth rogue will lose burn from eviscerate, but will survive depending of meta changes, new cards and nerfs (both pen flinger and nitroboost are potential candidates to nerfhammer)
After rotation without Sap and Eviscerate will be a meme or low Tier 4 at best.
They don't play sap at the moment, and fair, they lose eviscerate, but I am sure they will have options to replace it. Remember how many nerfs demon hunter had to eat to tone down aggro dh?
Stealth and weapon rogue are barely losing anything... rogue is hardly dead.
Eviscerate is top defining card for rogue, the deck maybe survive if losing anything else, but the entire class, every single archetype, is completely destroyed, totally erradicated, obliterated out of the existence, when Eviscerate is rotate out.
The only rogue decks able to be competitive without Eviscerate in all HearthStone history was odd rogue and Keleseth, if the devs introduce a card powerful like Baku or Keleseth exclusive for rogues or something else in the same level of eviscerate rogue can survive, without that is dead.
We talk about the fragile lady can't armor, can't mass removal, can't heal and now can't race vs other aggro decks.
Playing rogue is like try to run with two legs broken.
Can you believe how dramatic people are acting about Rogue losing a single relevant card? This is in the same rotation that Mage loses almost half of their most used spells by the way. Rogues need to change their game plan anyway being that the current Aggro stealth builds are bound to get nerfed if they keep dominating like they are. My advice is wait until J_alexander puts out a decklist once the new set comes out. I do think Tomb Pillager will be useless, however.

I dont think its true that rogue can't win without eviscerate, more that when eviscerate is available why wouldn't a rogue run it? Nitro poison, cold blood, etc. Etc will be the deck's new finishers.
If I recall correctly from my early Hearthstone days, Mircale Rogue required a lot of really cheap spells to be viable, and specifically 0-cost spells. Tomb Pillager only requires silencing to be nullified and isn't a big threat if not (without being followed up by the other missing staple cards from the original Miracle Rogue deck).
Miracle exists today without those cards, in the form of Whirlkick rogue. Sure, losing eviscerate and pharaoh cat might hurt, but you haven't seen the new cards yet. Plus rogue has an incredibly solid weapon-stealth core with a lot of card draw. It cannot be dead, that's just silly.

To what end? No Eviscerate, no Malygos, no real burst winning strategy.

Neither of those cards exist in Standard after the rotation.

No Eviscerate, Edwin VanCleef, Leeroy Jenkins(or other charge minions to combo with Cold Blood) Conceal, Sap or Questing Adventurer. Valeera can draw all the cards she wants, there is simply no way to win a game as Miracle Rogue.
