Does anyone else notice the deck differences between card-rich and card-poor player opponents in ranked standard?
My friend is rank 12. He's never paid cash for cards, started a couple months ago. He has no legendaries, no playable epics, and few rares. He plays hunter or paladin usually. When I spectate him, I notice at standard rank 12, he's playing other people that have oddball weak cards and decks too. Most of his opponents have weak decks.
I'm an evil pirate warrior player. I've been playing 18 months, have all the legendaries I want, 4000 dust and 52 unopened waiting packs for the next expansion. I'm rank 6. Even at the beginning of the month at rank 20, I usually play against other tournament class decks. It's very seldom I play against a non-tournament deck in ranked.
Sometimes if I get a deathrattle quest, I'll craft a deck with all cheap deathrattles that I know will lose, but I can play lots of cards and quickly beat the quest. I think I notice the people playing me don't have tournament class decks for those games, but I'm not sure.
Does blizzard have a deck handicap system in ranked? Any more details? Is it based on just the deck in game, your whole collection, how long you've been playing? Any other factors? Can I purposefully build a cheap but competitive deck that puts me against these other new players?

No. Blizzard have confirmed details of how the matchmaking system works, and it doesn't care at all about your collection or your deck. It only cares about your rank.
