MtG operates in this fashion. In non-mill games, players rarely have cards destroyed due to having 10 cards in their hand already when a draw occurs. However, if you could have more than 10 cards in your hand during a turn and cards would only be destroyed (and that destruction would be at random) at the end of your turn if you had more than 10 cards in your hand. Mill decks would obviously lose some vitality as a troll deck but might have more utility as a deck in general.

I can't see any compelling reason to make overdraw less harmful? It's rare enough already, as you say yourself, why make it even less of a concern?
10 cards already seems like a pretty enormous hand for a 30 card deck.
