The answer is that Mercenaries wins by a mile and that is incredibly impressive considering how bad duels release was.
The people who made mercenaries should feel terrible. The people who paid for it deserve a refund.
My "gotta catch them all" mindset is Mercs as I have no interest in duels. Mercs is good if you wfh and want something running in the background.... But other than that yeah it's just an interactive screensaver really, really could have been better, but I guess it could mean it could have more added

Enrich and expand upon the concept of Arena. Possibly have 3 different arenas each with their own card drafting & availability mechanisms.
Allow players to play any Tavern Brawl gamemode they want, at all times.
Come out with 1 new & IMPROVED brawl each month.
Keep the expansions the same, lower the price of pre-purchases by 15% per bundle.
Make card backs matter. I don't care what card back my enemy has. Make some kind of effect like card outlines for your own hand of cards. Perhaps a more interesting effect for the different rareity status of each card.
I love duels. Duels and ranked, the only reason i play the game. I never understood whats attractive about battlegrounds and mercenaries. Since i started HS, i liked it because of the card game.
When i try play Mercenaries and Battleground it feels like playing a different game.
Totally agree with OP, however the mercenaries pre sales and marketing was an obvious scam - they were selling packs before announcing what the cards would be / how the mode would work.
it was said on this forum a number of times so I don’t feel pity for those who purchased merc decks. It was a shot in the dark buying from a company known for its money grabbing attitude so it was to an extent deserved

If they did this you would never be able to match against anyone other than friends who agree to play the same mode. Based on the feedback on this website, brawls are extremely unpopular, so opening up the mode to more than one type of brawl at a time would almost certainly fail.
duels is actually pretty good and a fun mode. you should give it a try. there is no "fixed" meta decks like regular HS, you can even climb with some experimental, fun decks yourself. even the wins counts toward the 500/1000 milestones, so you dont feel like you are getting nothing while playing many games here, unlike tavern brawls.
also I completely agree, they should separate BG's from the regular HS at this point, not only the filesize, but the games are pretty different, playerbase is pretty different.
Mercs on the other hand, is the biggest failure of HS I think, I play it actually but only the PvE stuff. never paid for the PvP, never played it. and I will play it time to time, but that gamemode definately does not have more lifespan than a butterfly. it will get boring pretty quckly. the grind to get max'ed mercs is crazy. there is still no dupe protection (minimal kind exists, but that doesnt help in the long run). there are beautiful looking diamond portraits, but there is no way of getting them without spending a fortune in the game. and its really sad because all the hype is dead and I've never seen any of the diamond portraits besides the pre order ones. they really should implement a crafting system for portraits, and some DE mechanics for excess coins. otherwise, the gamemode will be nothing but a empty shell.

Pvp in mercenaries is awesome, much better than standard nowadays. You just need to get through grind phase.
If i have to spend half my life grinding something in order to get to the fun part, then this design is flawed to the core. I'm curious if Ayala and the other "designers" actually like this shit and the grinding it entails, and how much fun they have getting to the fun part. These people should be fired on the spot or sent to other projects where their ideas make sense and can be successful rather than frustrating for the players.
As someone who played WoW (classic-bc) on a very high lvl I know what grinding is. I never bothered with the grind in WoW back then, I guess cuz it is a social game and you actually talk to ppl while doing the same shit over and over again. On top of that its 3d and you move around and such.
In mercs it literaly feels like doing nothing, you are alone, doing the same crap over and over again and you dont even know why. Thats by far the worst gaming experience I ever had in 20+ years of gaming.
Any game I played on a 386 was better than this and some had no graphic at all...
Duels isn't a failure for me. It is really fun and a good source of gold if you have a decent Wild collection and can make competitive decks.
I think that’s why I hate it. I don’t play Wild because it’s atrocious so always dust my Wild cards to keep my Standard collection as complete as possible.
So when a new mode comes out and they expected me to craft Wild cards to compete, I just immediately dismissed it.
Mercs I don't want the grind. Duels is my favorite mode and there's a huge update coming for it which will change the current layout but I personally am loving duels

I have twelve unopened Mercenaries packs which I can't get rid of because I won't finish the tutorial.

Mercenaries IMO. After finishing the tutorial I have no reason to play further.
