peoples always want to win, also not all can afford cards in the new set right away to make decent deck. you should play rank/ladder anyway because it didn't cost you nothing .i meet people try new deck all the time when the exp come out
Casual has been mislabeled since the beginning of Hearthstone. It should be called 'unranked', because there's no mechanism to enforce a casual (that is, by my definition, "not-competitive-level") environment. Unfortunately, actually enforcing a casual environment is next to impossible because how do you program current AI to accurately determine what is and isn't a competitive level deck?
Personally, I just screw around with fun ideas in low ranks (about 18-20). That's much more casual than casual from my experience. Just sucks at a time like this where I have the urge to rank up, but then I know I'll be foregoing casual play for a couple of seasons (or have to go to wild for my casual fill).

With no new cards, go play ranked instead. if you dont like to build and test new decks.

Maybe they wanted to test that particular deck and/or didnt have any of the new cards yet. No way to to tell - you are simply making a snap judgment based on what you want to believe. There's no "deck rules" about playing casual mode. Everyone is free to play what and how they like there. :-)
There's a lot of (reasonable) reasons why they might do it.
A few quick ones... Why you didn't see many new cards in their decks: - they don't have many new cards - not many new cards made the cut into their fav decks - they don't like to experiment (nothing wrong with that) - they didn't have time to experiment yet (takes much longer to build a deck than to play a quick game with an existing one - in the 15 minutes of the day you had to play HS)
Why meta deck in casual: - casual is not about deck strength, it's about being in the mood/environment for ranked play or not - I play any deck in casual when I think there's a chance to be interrupted or lose connection, or simply if the environment is too chaotic - doing quests - easier to pick a fitting deck of your list than to create a new one
Basically, nothing tells you they're not experimenting with new stuff, or playing ranked with their actual top deck they want to rank with. It's just that at that moment of the day, with that deck, they were doing something else. And if it's just farming gold, still nothing wrong with that.
