That is just one instance out of many. I see this card played in almost every match. I guess it’s trendy. Very rarely does it win a game as the cards I see used from it aren’t the best. Of course, the ads Blizzard run on every YouTube break will have you believe you’ll constantly pull a Tirion.

Not worth legendary status. Maybe rare.
There is a knack to Zephrys, and that is to essentially force him to provide you with the option you want by manipulating the game state - usually making sure you have the exact mana you need for the perfect card, and also knowing the likely cards you can and should receive.
Kripp has done a load of Youtube videos detailing the exact specifics of this and how to get Zephrys to really shine in different situations. It is also worth being aware of what the AI does and doesn't know about. (As in, it doesn't see cards in hand, and only sees the board state. And it won't calculate "random damage" as lethal damage normally - so, for example, if your opponent had 8 health and there is no board, it won't offer Avenging Wrath because it can't predict lethal from randomised damage packets. That in itself is currently up for debate as to whether the AI needs improving there, but for the purposes of this discussion, that's just an example.
Most of the time, playing Zep on turn 2 is a bad play, you want to save it for a board clear or removal when you really need it. It can also be used to give you lethal in the late game.

Tell that to the poor fella who summoned an animal companion.
It offers Animal Companion when played onto an empty board on turn 2 because it is statistically one of the strongest on curve plays in the game on 3 (beast companions are worth 4 mana). It also offers Wild Growth in this situation for the same reason (and Reno Mages will usually pick this so they can Galaxy on 4 when they're on the play). There is little data available at this point in the game for it to figure out what you need so it just offers you a high impact card for next turn.

Zephrys played correctly is an extremely strong effect. Your ONE example is hardly convincing.

Zephyrs is actually OP, you just have to know how to use it. ;)
