Agreed. Wait until next week. Or when the changes are announced. You do get your dust back for nerfed cards, but there are sneaky ways to 'nerf' decks without giving dust refunds. Most of the time, the nerfs are straight forward, but once in awhile, a sideways nerf happens you will get no dust for all of the cards in a very specific deck.
Example. You could craft the EPIC Tip the Scales to play the Paladin Murloc deck running around. But they end up nerfing Prismatic Lens instead and you get nothing back for your Tip the Scales card. I have a feeling, IF they were to nerf Lens, the deck will no longer be viable and drop to Tier 3 at best.
So basically wait. If you CAN'T wait, then look up RegisKillbin on Youtube and he has put out 2 videos regarding Epics and Legendary cards to craft.
Anyway i think Zephrys the Great and Siamat are the safest craft.
This is true.
But if you don't want to burn all your dust on two cards, maybe tell us what kinds of decks you like to play, and we can suggest decks you should try to build.
If you are f2p, crafting individual cards with no deck in mind isn't going to get you anywhere.

Well, Aggro (Combo) Priest would have been perfect for you, but it's about to get nerfed. Maybe keep an eye on that to see if it still works.
Murloc decks are still a thing -- Murloc Paladin in particular isn't being changed at all
And, of course, Control Warrior. They are calling it a nerf, but by gutting Mage at the same time, they've actually made Control Warrior stronger. You can craft Dr. Boom, Mad Genius now, try him out, and dust him after the nerf for a full refund if you don't like him.
3200 dust to spend
I suggest you to don't craft anything now, the devs said that nerf are coming soon and we don't know how the postnerf meta will be.
Anyway i think Zephrys the Great and Siamat are the safest craft.
craft a deck not so random cards
I'd wait until after the balance patch if you're on a budget. The meta will likely shift significantly

Craft murlocs and be ready for the future where Hunloc Murter is our reality.
