Both have supremely strong abilities, so if we look instead at flexibility: Zephrys can win you the game, but you need the set up to do so - the right cards / minions on the board. Kazakus can pretty much be played in a vacuum (if you'll accept the theoretical idea), and has better utility for a specific purpose.
I'll ignore the stats, because they are not played for their stats normally.
I think for this reason, I would say that Kazakus is probably my choice for more powerful. Zephrys is more flexible deck-wise, simply for being a neutral minion. But kazakus' ability provides a much more powerful outcome - spells that are designed to be overpowered, rather than the "perfect card" which is still only a card you would normally get in the game and is therefore expectedly less powerful. (If that all makes sense)

I play literally only highlander decks in ranked, got Legend last 7 months with them almost exclusively, I'm no pro but I know how most interactions work. "hoping that Zephrys gives me Poly or Hex at 6 mana against Big Priest", 6 - 2 = 4, it doesn't always give you what you want because, like I said, it isn't human and doesn't understand what you need for certain match-ups, last 2 times it gave me a Twilight Drake and Blessing of Kings lol. Most of the time it will give you an Infiltrator against secrets even though Flare would probably work better for you especially against some cancer like "tempo" mage, at least with Kazakus I know all my options and I'm likely to hit at least one of the combinations right and can work towards my game plan instead of hoping for the "perfect" answer.

He doesn't always give you the best card, but he always gives you exactly what you expect him to if you know him well enough and that information is powerful. If you know he is not going to give what you want on the given turn, then you don't play him. With Kazakus, you don't know if he has what you want until you invest 4 mana
If you play Zephrys against big priest, you should that know he won't give you a transform effect to begin with because he can't see all the res cards in the opponent's hand. Expecting him to give you one of these and wasting 2 mana/the battlecry to check the box is considered a whiff in my books. Transforming Big Priest things isn't in the scope of what he can do, much like Kazakus has other things out of his scope too

I feel like in this kind of deck Zeph is 10/10 and Kazakus is 9/10 just because sometimes you don't get what you need in Kazakus options.
What I like the most in Zeph is the slot safer him provide when build the deck.
No more subpar cards like Ooze, secret destroyers, BGH or Owl.
Opponent is a rogue with an extremely buffed eternal weapon? No problem.
A lot of secrets? Here, take this hunter spell.
A massive board of stick minions? Silence all of them.
