God I hope not. Kazakus was one of the most frustrating cards to play against, and the entire no duplicates mechanic was awful to go against in general. It's no fun when you have to play around twice the amount of removal as you normally do, not to mention the fact that it barely even gimps your deck because there are so many cards in the game now and so many of them do very similar things so it's irrelevant that you can't run 2 of them. The mechanic was ok at first just because of the lack of cards in the game, but once Mean Streets of Gadgetzhan came out, it became total cancer.
Kazakus is from Mean Streets of Gadgetzan not League of Explorers. So because they share the same "no duplicates" mechanic that is somehow warrants Kazakus a place in the upcoming expansion? And he's not a neutral card, he is a tri-class card.
we might see a retrain of him and the gang leaders in one of this year's expansions, after all blizz did say heroes and villains would be joining both sides during the year's storylines, and the gang leaders are kind of prominent villains.
I think Don, Aya, and Kazakus are due for a return in the third act, since they're some of Blizz's most recognizable original characters. Unless the new villains are completely new characters, Blizz is running out of places to pull from, so... why not Gadgetzan?
(Side question: anyone know when/if they'll talk about the new Lackey(s)?)
Edit: If they really wanted to pull one on the playerbase, they could give Patches his big return.

Did they say that they will be revealing a neutral legendary with the no duplicate rule in the ComicCon Panel? Because I haven't seen this piece of info anywhere else.
To weigh in on the discussion, I doubt that Rafaam will be the neutral legendary with the no duplicate rule. There is a few reasons for that. First, they confirmed they didn't want to make new legendaries of the villains so that they could place the explorers more into the spotlight. I really think that the neutral legendary should have a pretty powerful payoff, because the explorers don't seem to warrant the deck restriction. This would further make picking Rafaam as the neutral no duplicate legendary bad as it would eclipse the explorers. In fact, I think they shot themselves in the foot with the way they are handling the neutral no duplicate legendary, since making it very powerful will definitely make it steal the show from the explorers.
Kazakus on the other hand doesn't make much sense, so I don't really know what they are going to do with this one.

I always thought a reprinted Kazakus would give you the ability to build a custom minion with powerful battlecries or buffs. We had one that let you make a powerful 1,5,10 mana potion, the reprint would be a 1 mana 1/1 minion, 5 mana 5/5 minion or 10 mana 10/10 minion with powerful effects. That would be great in existing wild Renodecks and might even be played in standard if bomb warrior isn't everywhere.

Did they actually specify the rarity of the non duplicate card outstanding?
Obviously makes sense for it to be legendary, as you would be unlikely to include more than one copy of it in a deck.
