There was an entire expansion about organized crime, so choosing Rafaam to head an Evil League seems so strange to me. I loved Raafam in League of Explorers, but wouldn't Kazakus be a more appropriate choice for running a team of villians? Plus, they teased the whole "Kazakus may not be a troll at all, but something more sinister" throughout the Mean Streets reveals but did absolutely nothing with it and this seemed like an appropriate time to finally have that resolved. I don't know, seems like an awfully large wasted opportunity.

They're focusing on solo content villains, and Rafaam suffered the most from delusions of grandeur (in my opinion). He's an ethereal thief, compared to the unknown power of Madame Lazul, the witchcraft of Hagatha, the insane and brilliantly dangerous tech of Dr. Boom, and the kobold armies of King Togwaggle's underground lair (and his magic flame in his lantern, given previously by Rafaam himself). Not an impressive figure given his lack of power, but he has the biggest plans, given his background in thievery and focus on powerful artifacts.
Kazakus is a cool figure that didn't get any follow-up on the trail of bread loaves they left (we can't say bread crumbs; the "hints" were way too obvious) leading to his true dragon form. I'd love to see him crop up again later on, hopefully in the solo content as a boss, even more so in his dragon form. I don't expect it, but we have until this August to hope and speculate.

It seems to be a matter of taking a villain from each of the years of hearthstone and adding Kazakus means not adding Lazul, and I don't think you're going to win over that battle with the public. Also I'd much rather they call back to Old Gods than Mean Streets.

We were going to have one, but Team 5 discarded the idea:
The original design for Kazakus, two months before Kazakus himself was created, was a tri-class legendary named "Khajakus the Banished", a 7-mana 7/7 minion with "Battlecry: If you have cast 10 unique spells this game, become Khajakus, Dragon Form". The effect was deemed too close to the "if you have no duplicates" mechanic that he was later changed to just that. The name "Khajakus" was later simplified to "Kazakus" to make it easier to read. When asked what "Khajakus, Dragon Form" was going to be, Mike Donais replied that he couldn't really remember it off the top of his head but that it was "probably something really cool, though, like Ragnaros or something".
Presumably, the OP could have made the same argument about any other boss in either HS or WoW - there are a hundred other bosses that could have been picked, rather than Rafaam or Kazakus. And lots of reasons could be cited in preference of one boss, rather than another. Or the HS team could have introduced an entirely new boss that had been "pulling all the strings" from behind the scenes from day one. Every choice they didn't make is a wasted opportunity, in some sense - but all things considered, it's a pretty trivial sense.
Yeah I honestly have no clue. With how weirdly glued together this expac seems I get the impression it is shadows of evil is just a dump for a whole lot of unused card art from previous expansions.
It wouldn't surprise me if Kazakus is later revealed to be the REAL big bad guy pulling all the strings in the background. Rafaam is cool and smart and all (hell, he was probably the closest solo adventure boss to reaching immortality), but he has always felt a lot more like a big brute type of character than a scheming evil mastermind. Kazakus, on the other hand, is the leader of the Kabal, a faction orientated all around outsmarting the competition and being one step ahead of the rest of them. Kazakus's motto is "Power should be attainable for anyone, at a price" and so it would make sense for him to see Rafaam as a pawn.
I feel like the 3 gangs will return eventually this year. This set is rejoicing the last 5 years of Hearthstone and I doubt they will not include any reference to MSOG considering that it brought some of the most popular and well-known cards/mechanics the game has ever seen.

I have to agree with the others in this chat. The gang leaders of MSoG are the only other prominent OCs in terms of Hearthstone, so odds are very high that they resurface in EVIL’s journey. So long as they don’t bring back their respective mechanics with them, I’d love to see Aya, Kazakus, and ESPECIALLY Don’s comebacks.

Whole point of mean streets was 3 gangs. Couldnt include one without the other 2.
However i will say, they said new lackies later in year. Sounds lije a perfect time to reintroduce kazakus, golems best Friend and ogre boy

Isn't the last expansion this year supposedly dragon themed? A Kazakus dragon who was behind the EIVL League would fit right in there.
