If Topsy Turvy Priest had been strong, he would have been a tech card to counter it. In early Boomsday there were multiple instances where streamers trying to make the Topsy combo work just insta-conceded when their opponent lucked into Noz via a random-dragon effect.
And it's not like he could only ever counter that combo -- he's a counter to any combo deck that relies on a long turn filled with player actions. Just because he hasn't been needed in any meta to date doesn't mean he never will be. So no, no buff or change is needed.
Shudderwock means driving a clown car in circles around your opponent while he swings his sword at you. Half the time he chops you and your car to pieces. The other half you park on his legs and 40 clowns come out one by one, trampling him to death.
