I want to prefix this by saying that this is a complete speculation, but the dots that I'm connecting seem to already be there.
Here is what we already know:
Dollmaster Dorian seemed interesting when introduced, but to date remains useless due to its high cost and inability to capitalize on it before it's removed. However, from day 1, this card seemed to be aimed at rogue (partially due to rogue's ability to pull minions out of the deck into hand, and partially due to potential Sonya Synergy).
Blizzard already stated in the past that there are cards that appear weak at first until additional cards to support them are released in later expansions (in fact, we have already seen this ourselves, i.e. Rhok'delar and Al'Akir to name a few).
Newly introduced Lyra's Unstable Element seems to have a great synergy with Dorian in that you can insta-recruit your entire deck (or the top-most 6 minions from it), the only problem is these will be 1-1 copies (but you'll also have the real copies in your hand).
Rogue already has ways of putting cards into its deck so the concept of an empty deck isn't as big of a problem as it is for other classes.
Based on the recently introduced Magnetic keyword, we know this will be a mech-heavy expansion.
And here are my observations/thoughts:
The Magnetic concept adds another interesting mechanic, in addition to Deathrattle that benefits from having a 1-1 minion on board. You effectively a reserve a spot for the minion you'll play next turn, it's almost as if you play a minion with Charge next turn (as long as you don't get slapped with Fan of Knives this turn).
The only cards for which Lyra's Unstable Element would be useful are strong Deathrattle cards (because you don't benefit from either the battlecry or the body when you spawn a 1-1) or the cards that synergize well with Magnetic concept. We also know that Blizzard has been trying to lay support for a Deathrattle rogue for a while now (including via spellstones) but to date they haven't really committed to the archetype yet in standard.
Given the RNG of this game, it wouldn't be uncommon to have Lyra's Unstable Element stuck at the bottom of the deck, below all other minions, in which case the spell by itself is useless. Moreover, once you do play it, you become a ticking time bomb. Since Rogue already has a history of cards that put other cards into the deck (Fal'Dorei Strider, Kingsbane, Gang Up), my guess is that we'll see another variant of Gang Up or cards with Deathrattles that put more cards back into the deck.
If you look at the history of Mechs, you'll notice a pattern in that many summon other minions as part of their Deathrattle (Piloted Shredder, Piloted Sky Golem, Meat Wagon, Harvest Golem, Sneed's Old Shredder), making Dorian -> Lyra's play even more attractive if this pattern continues in the upcoming expansion.
Based on this, I'm thinking that we may see a Mechanical Deathrattle Rogue in the upcoming expansion that uses the above-mentioned mechanics to cycle/play cards. From there, my guess is we'd see 2 potential strategies: buff the minions up using Magnetic cards in your hand or have the mechs summon stronger minions via Deathrattle.
You can actually make a malygos deck in wild with dorian and malygos with that card. You cycle trough most of your deck, then you play malygos and gang up. the following turn you play dorian and the unstable element and the remaining 4 mana for burn. Its a bit convoluted but if i had to play lyra's unstable element it would probably be in a deck like that
