Rank 15 players should NOT be allowed to battle Rank 16ers. Likewise with 10 & 11, 5 & 6, you get the idea. The reason being that the players on ranks 15, 10, 5, & Legend have nothing to lose when battling those players, whereas the players at the previous rank can get kicked back down all the way to the previous rung of the ladder. It should just straight-up not happen, for obvious reasons.
It can be frustrating to lose just before the floor, then have to win 2 in a row just to get back up to the floor, but honestly I like the way it is now.
You end up seeing some pretty crazy decks during those times, so it's nice to not face "just another (insert top meta deck name here)" in those situations.
Sometimes I wish those people were more forgiving though and just concede when it's obvious the other player is trying to hit the next floor. Yes, I'm being greedy, but I do it to people as long as it won't break a win streak.
To your point, I don't think this is anything broken or unfair. Stay unchanged imo.

Because of the floors, a lot of people try new and meme decks at rank 5, 10, and 15. You (rank 6) are going for rank 5 when suddenly "a wild overload shaman appears". This happens a lot.
Anyway, even if your opponent is tryharding, if someone can't beat some rank 5 players, one would argue that player is not worthy of climbing any further. It just makes sense, doesn't it?

I personally really like the 'gatekeeper' matches. The whole rank boss thing makes the game extra fun.
When I lose to a rank boss I always make sure to take a good break so that I don't tilt and become a rank boss myself.
