It all depends on what you want to do. Do you want to play standard or wild? Personally I would collect all the classic set cards and work on the newest sets for standard. Classic first though, and then cards for classes you know you will play, I'd pick one or two classes to get cards for. Then after that get unguro and KoFT.
I'd reccommend giving highest priority to the newest expansions, since Wild includes also that, with newest interactions.
And just craft the rest. Especially Wild only cards.
Unless you only care for collection size, in which case you should simply distribute packs according to how much you miss of each set: yet again, the next release should have highest priority, since at release date you will miss the whole set.
Then you should purchase Classic packs until you have all the legendaries you need for the decks you want to build. Dusting duplicates and crafting those legendaries should be a part of this process.
Then you should purchase whichever expansion holds the legendaries you most desire until you get what you want (or are able to craft it). Repeat this step forever until you are out of money.
NOTE: You should not purchase or open anything until after the launch of the August expansion, when the new duplicate rule goes into effect. It will make a HUGE impact on the number of packs needed for set completion.

So, I'll assume you plan to buy a total of 7*40+15 cards, meaning you'll get 395 packs. I would say you should get roughly 200 KFT Packs, 100 JTU Packs, and spend the rest on whatever. Preferably any Adventures you don't own. You may think this sounds odd, yet let me explain.
You'll want to get as many packs of the newest expansion as you can manage. This means you will have access to all the cards you will EVER need for the current standard Meta. It's also worth noting it is important to have JTU Packs too, as that set is pretty important at least to the current meta. In Wild, you have to admit only a handful of GvG and TGT cards see play, so sinking money into that isn't a very good idea.
HOWEVER, I would like to note what specifically you'll want for different metas.
For Control or Midrange Meta, go with mostly KFT and JTU. I would also recommend a few GvG, WotOG, and TGT. This will allow you to get all the more midrange and control cards you need, with additional ones for Midrange from the other sets.
For an Aggro Meta, go with mostly KFT and MSoG. I would also recommend a few JTU and GvG. This will allow for both tools for anti-aggro and tools for aggresive decks.
For a mixed Meta, go with mostly KFT. I would also recommend a mixture of JTU, GvG, TGT, WotOG, and MSoG. This will allow for the widest spread of possibilities.
I'll either have 6 lots of 40 or 7 lots of 40 + 1 lot of 15 packs + whatever else I can afford left

I could sink 1 lot of 40 into each expansion and then buy the pre-order plus a set of 40 in Knights of the Frozen Throne?
