Don't buy anything. Game is a money sink. Just do your quest and try to earn enough gold to buy a pack a day if you can. It's the best way to learn how to play the game and you will actually appreciate the cards you open from packs to improve your decks.

Maybe do something like 2:1 until you have most of the common and rare cards from the classical set.
if I was a new HS player, I wouldn't buy anything with real money. I would watch and learn Arena and I would keep playing exclusively Arena.

i voted 40-50, but that's assuming you mean with gold. I would give the game a good month or two before buying any packs.
