Was thinking about 1-drop legends, and just because I like Uther the most I made it pally.
Pro: useful 1 drop that isn't a dead draw later in the game. Top play: topdeck it turn 1 to benefit from both body and a draw. Con: keeping her in starting hand is a trade preventing ability from triggering. Have to account for her ability during game to not overdraw.
Non-conditional 2/2 for a 1 drop is in higher end of value for 1 drops, but at least in current meta even dropping Zombie Chow gives more trading potential with almost non-existent drawback. Also not being able to use 2 copies is a another drawback in reliability. Didn't want to make it 2/1 Divine Shield or anything to keep card text simple and uncluttered. Actually if her stats were lower (1/2 or 2/1) she'd most likely hit the dustbin.
It is way too overpowered. Most of the 1 drops are 2/1's. This card is has additional health AND it has an unconditional upside - it draws you a card. Also this card cannot be compared to Zombie Chow because chow has a downside which makes it unplayable in rush / aggro decks. Even in control decks it can be unplayable in late game when you are trying to pull off lethal combo in a turn or two.
Also just to show you how overpowered this is I'll compare it to Novice Engineer. Both draw you an additional card. engineer has 1 less attack and one less health AND it has to be played in order for you to get a card draw. Your card is straight up power creep.
I'd suggest adding a significant downside in order to make the power level of this card in line with the others in game.
what about something like: When you draw this card, draw a card and discard this one... that would make it so u have to choose between keeping her in your starting hand for an early 2/2 or sending her back for the potential draw (similar to the mine from juggernaut)
Well legendaries are supposed to be powerful, hence the name. Remember that you can only have 1 in your deck, and chances are you will never actually draw it. And besides, if you have this in your starting hand, you will not experience its power, so it will ultimately become a worse Zombie Chow played turn 1.
I actually really like this card, since Paladins are often suffering from lack of card draw.
Legendaries in Hearthstone are not more powerful than other cards, even basic ones. They just have a really niche yet powerful effect (excluding Dr. Boom of course). Take Sylvanas for example. A 5/5 for 6 when you could have an Ogre - 6/7 for 6. To compensate for lack of stats Sylvanas has a great effect - IF the enemy has a board it steals something upon death. However if you drop it on empty board, it will most probably get destroyed and fulfill a role of a 5/5 for 6 which is quite bad. Same goes for Emperor T. IF you have significant amount of cards in your hand, he will open up possibilities for some crazy turns. However if your hand consists of 2-3 cards... It will just be a 5/5 for 6 with a slight upside.
Also, the OP's card is not a worse Zombie Chow if gotten in the starting hand. This card is still awesome for rush decks whereas chow is only good in control decks.
I'd really like to stick to her ability, considering she's 1-of she doesn't thin out deck that much, and Novice Engineer is heavily dated card no reason to look at that when balancing higher rarity things. Ok then few variants maybe: 1: Stats down: now dies to ping. 2: Effect down: now sacrifices herself to mill through deck outside mulligan. 3: Effect altered: now provides slight tempo outside mulligan. Both moment and target of activation is random so I think 2 mana is not sick. 4: Stat revamp: now helps against heavy 1 hp minions aggro. Now shines a lot more when topdecked in first 3 turns.

if you keep it a 2/2 1 go ahead and keep your effect you have, but also put in Battle cry "your opponent draws one card"
if you only want to keep the effect you have it needs to be a 2 cost minion or change it to a 1/1 1
How about some Paladin synergy? Restrict the card draw to "if you control three or more Silver Hand Recruits".
