End of each turn doesn't really affect the card that much. Your opponent won't usually leave it damaged unless they're also killing it the same turn. I don't really feel its stats need a change. It is a class legendary what ch allows it to be of a higher tier and the health allows the minion to trade well which is what it's desgned to do. It's pretty equal to Cairne bloodhoof in terms of power if you ask me but serves a different purpose.
This card has charge and restoration (let's say two abilities) and is a 4/6. it combos well with warrior cards and is way better than cairne since you get immediate value out of it through charge. Period.

Later today I will be updating both Broxigar and Medivh. Broxigar is going to become a 3/6 with nothing else changed. Also if your talking about under ousted legendary, Tirion Fordring's body is about 7mana and his death rattle is better than area its reaper (6 mana) which makes his actual cost about 13 mana and it's all in one card.

3/6 is much better. More balanced. That way, there's still a decision to be made vs. cairne. An immediate value, strong combo card (Brox) vs. a more stable card (Cairne).
With tirion, your opponent has one turn to deal with him after he is played on the board, as opposed to brox. which has immediate value. Immediate value minions will always have lower stats or more drawbacks than cards that need to wait a turn before taking effect, with the exception of ragnaros (although, the randomness is its drawback, so really, there is no exception).
I would compare brox. to al'akir frankly, or king krush. Minions with Charge have a harsher stat penalty because immediate value is always favoured.

Value Warrior minion that combo's well with inner rage/cruel taskmaster as well as having good trades while being hard to remove.

Is powerful but keep in mind it is a legendary. Also does not really swing the game but is an effective minion. Possibly a 7 Mana 4/7?
As a class legendary I think it's actually pretty balanced. Strong enough to see play but there's still a choice between it and say Cairne Bloodhoof.
Yeah, Cairne beats Brox on value but Brox beats cairn on effectiveness.

Actually, this card is slightly overpowered.
