The wording is a bit confusing. Furthermore, if possible, try to make an actual card (as typing every individual thing makes it difficult like http://hearthcards.net/ )
In terms of the card, it is a bit wordy, and the power level varies but I imagine it would be underpowered.
Reason it would be Underpowered:
You aren't allowed any minions which is a massive drawback.
This costs 9 mana and it does NOTHING when played.
This is a legendary card, making it inconsistent.
The restriction effect on Elemental Nightmare is way to hard to fulfill when playing a spell only deck.
5/5 for each spell played is generally just not a good enough benefit, even with taunt. Only class I can see pulling this off would be Druid (lots of 0 mana cards and sustain).
What I do not understand is the Elemental Nightmare card when it is summoned. Does the text activate when summoned or only played? Does the restriction effect auto-activate when there is only minions in your deck and hand?
Additionally, if Elemental Nightmare is a collectable card (can just put in your deck), the card would be straight up, one of the most busted cards in the game. It would act similar to Quest Rogue for neutral, where you just try to find Elemental Nightmare, play it, and then play a bunch of 1 cost minions to deal 5 to opponent's face (like bouncing stonetusk boars). Coding would be a problem too because you have specific situations like Hungry Crab where it can only target murlocs. Would the 5 damage only be able to target murloc, or would it be able to kill face, killing the person? At the moment, effects like "Destroy a Demon" do work on non-demons as seen through cards like Lynessa Sunsorrow
Interesting card, but I suggest try making a couple of cards first with less extreme circumstances. If helps give you an idea of balance, and then you can start expanding the idea.

Yeah I kinda got lazy with not shortening the card text and I guess the Elemental Nightmare is a little busted you could just run a bunch of low cost minions and burst the enemy down. Nightmare Generator definitely sucks now that I look at it. Thanks for the feedback.
