It seems very weak to me to be honest. Let's assume by turn 8 you played around 4 Pirates which seems normal, maybe 5 if you're lucky. For 8 mana you get Cinderstorm on a 4/4 body for 8 mana, not all to great. Having played 8 Pirates is already quitte a lot but then it's just Avenging Wrath which is fairly weak but now you for 2 mana extra which matters more than you think btw since you now have just 2 mana left for other stuff instead of 4, get a 4/4 body. Even if you play 15 pirates it's pretty good but not worth playing 15 Pirates for. Besides Pirates are pretty agressive and run out of steam quickly. C'thun has the same sort of build-up but gives a much better reward giving you 20 damage spread amongst all enemies AND a 20/20 body which can be replayed or benefited of by other cards. I don't really have any solutions next to maybe reduce the cost and buff it's stats so it's a more reasonable tempo play. Also, this should have the Pirate tribe tag.
