So what do you think in term of effect and balance? I'll take any advice!
Reasoning behind the card.
I wanted to make a card that have an interaction between mana cost and the stats
Regarding balancing issue, I think most of minion already have stats close to what's expected for their cost so it won't change much, but minion with Divine Shield, Charge, strong Battlecry or Deathrattle could be an issue. So let's look at them.
Crazy strong cards: Tirion Fordring would be an 8/8 which would be crazy strong but ok given that this would have to be drawn and played first Saronite Chain Gang would be two 4/4s but not on curve Chillblade Champion would be a 4/4 Charge, Lifesteal but not on curve Reckless Rocketeer would be a 6/6 Charge on curve => Broken but would you add it to your deck? Stone Sentinel would be a 7/7 + effect if elemental played before => kind of Broken but I think its ok Spiteful Summoner would be a 6/6 + effect => already strong and on curve with this so kind of Broken but I think its ok Ozruk would be a 9/9 + effect => would be strong Hadronox would be a 9/9 + effect => would be strong
Broken cards: Fungalmancer would be a 5/5 + effect => kind of Broken Bonemare would be a 8/8 + effect => kind of Broken Voidlord would be a 9/9 + effect => probably Broken Lynessa Sunsorrow would start at 7/7 => Broken Al'Akir the Windlord would be a 8/8 with all keywords => Broken but I don't think their is much other minion that abuse this for Chaman Grommash Hellscream would be a 8/8 Charge, Enrage => Kind of broken but I don't think their is much other minion that abuse this for Warrior
However a lot of strong option would be less viable such as high heath Taunt Tar Creeper or strongly stated minions.
All in all this would be a strong card but there is only one or two broken card per deck some of which don't see play today. What do you think?
I made a similar card to this, didn't publish it anywhere. But my idea is a 4 mana 4/2 which draws a minion and sets its attack and health to its mana cost.
It's interesting, but easily broken. That Al'akir is pretty terrifying. It might work well as a class card... I'm thinking paladin since they have the 'set attack and power' theme.
If the cards are broken when this effect happens, maybe balancing of this card is in order, or at least the effects. Something like Woeden recommended with limiting the cost. Also should be a class card, either Paladin or Priest as those both have the whole "set attack" or "set health" thing going on

So for this card, you have a 4/4, which would cost, you guessed it, 4 mana without the effect. However: This card has quite the effect tagged onto it. Imagine, if you will, that Fungalmancer was a 3 mana 2/2 plus its effect. It would be broken. Even a 4 mana 2/2 would be broken with its effect. This card is still broken in my opinion even if its mana cost is raised by one or two. I would honestly go for an 8 mana 4/4 with that type of effect, because having it so cheap invites turn 5 OTK combos all over the place. Playing it on turn 5 on curve would put the player so far ahead that it would be impossible for the opponent to come back. On turn 8, however, it's a bit different to play. You have to conserve the high mana cost minions that get big buffs, but you can't just NOT play anything on turns 6 and 7 (and 9 and onward). But still, for this effect, 4 mana more than the average cost for a 4/4 is a good deal.
PS your flavor text is too dark. Flavor text in Hearthstone is meant to be funny, and make plays on the names/actions of the card. For instance
"She spent her life searching for her Inner Fire, but she could never seem to draw it at the right time..."
Or
"She knows many things, but one thing she still doesn't know is how to pop every kernel of popcorn."
Or
"Many people seek her advice atop the mountain. It's too bad she doesn't live there anymore."
Lovely flavor text :P I don't know what the person above is trying to say.
Obviously, the effect is on the strong side. There's nothing wrong with it, as legendary minions often have a ~1 mana cost reduction anyway. Keep on card creating!

Nice art, nice card, interesting design. As you pointed out there are some broken cards, maybe limit it to cards under cost of 5 mana?

I Like it. Opens up more playability with under-statted minions.

In terms of balance, maybe there should be a stipulation for the effect to trigger? Maybe make it cost more mana?
