Some crazy ideas there, balance aside, the cards actually look fun, but i would certainly not want any Overwatch or any other franchise's stuff in Hearthstone. Don't want it to lose it's identity because it's a pretty cool one.
I don't really understand the reasoning behind Lucio. The health boost seems more like Symmetra's shield. Is it supposed to represent his ult? I think a friendly ongoing AOE heal would be more appropriate. Also, I don't really understand the coins. Is that supposed to represent speed boost? It seems a little too abstract a way of representing it. In Hearthstone, the Coins are related pretty closely to currently (e.g., Cutpurse). It seems much more logical to represent speed boost with Charge.

I tried to create new concepts without adding "new concepts" and keywords, etc. Lucio's heal is better represented by a simple 'Restore blah' effect but there's enough of that already so I put it into the 'give em health' thing to represent survivability - which is what Lucio gives in game.
As for the speed boost, his speed allows your team to get into the battle faster. Whether its a checkpoint or otherwise. In this case, the battlefield/board is what you want to rush to. 1-2 coins gives you the mana boost to get your dudes into the mix faster.

The problem with how you implemented the survivability is that giving your minions extra health looks much more like Symmetra's shield than like Lucio's heal over time. That is exactly how Symmetra's shield works, in fact, which is the main problem. I understand you want to try to be creative, but you don't want it to end up looking like you gave one hero another's ability.
