Seems really dangerous in control, even in zoo if they run giants. Just doesn't seem worth it for that kind of board clear.
I agree that the random aspect may be dangerous, but I think it's nice because it can be controlled as the spell has a low cost and may be played with mutiple other cards in the same turn.
The point of this card is to offer an early removal and specially act as a board clear that allows some board development in the same turn.
Seems pretty balanced. Comparable to shadowflame, in both cases you're using 2 cards to do a 1-sided aoe to the enemy board. Shadowflame uses shadowflame and a friendly minion, most of the times you can attack with the minion first so we'll call it 1 and a half cards used. With this you use blood pact and the card you discard. The benefit is it costs 1 less mana but the fairly large downside is you have much less control over the outcome and you take damage from it. I think the spell is balanced but warlock might be pretty powerful with another cheap board clear, renolock would love not to have to run twisting nether any more.
Well if Holy Wrath is any indication, a random card is expected to do about 4~5 damage (though by this being from the hand is much more controllable) even if this card does counteract that by both discarding the card and dealing damage to your hero. But for a 4-mana discount on Flamestrike? It'd probably be pretty bad in Zoo sure, but I think it's just a flat out better version of Hellfire or Shadowflame for Handlock. Maybe make the damage also hit your minions?
I agree that this card may be a bit too strong, my first thought was to make it cost 5 mana, then it would be really fair, the problem with this however, is that fair cards doesnt work in Hearthstone, in a meta like this where aggro decks have many effective cards(Darkshire Councilman,Flamewreathed Faceless) a 5 mana board clear would be too slow.
The reason it affects your hero and not your board is to allow board development the same turn the spell is played, which is needed to keep the pressure and defeat heavier decks.
If it were actually released I think it would see a lot of play and be a bit overpowered but not to the point of being a meta defining card, just a really strong one.

I think it might be too "combo-able" with a OTK Molten Giant. Dealing 25 with 2 cards only could be fairly easy, and dangerous for the meta
You cannot OTK if the damage you do is only to your hero and enemy minions. You don't attack his face.
