Generally, I only run one Shield Block in my Control Warrior deck for removal with Shield Slam. Shield Maidens can seem somewhat mediocre in heavy control matchups but it can be a difference between win and lose in many situations against mid-range or aggro match up. And a 5-5 body is still a decent threat on board around turn 6-7. Moreover, 2 Brawl is more than enough in heavy control matchups.
How heavy are your control match-ups? In an aggro meta, you should run 2 Shield Blocks and in a control meta, you should run 2 Shieldmaidens. However there are more-so recommendations and are never 100% correct, it also depends on your play-style of Control Warrior; do you prefer to lean towards a more anti-aggro, late-game control or mid-game control type of Warrior?
I'm playing with "Kinda Dragon" control around 3-4 ranks. Pretty much the same, but +corruptors -harrison/emperor. I don't like Emperor at all in control warrrior. You play too slow and most of the time you don't really need spare mana with cheap removals. I strongly recommend you to sub him in your deck.

I cut a Shieldmaiden for The Black Knight because I've been seeing a lot of handlock too. Its not terrible against patron because it can get you through a Dread Corsair to let you trade better in some spots.
The best thing that Emeperor does is a removal magnet. But it's very situational and working only in heavy control while in aggro he's just a useless and not cheap body that didn't affect the board.

This statement is pretty much described exactly how ppl use Thaurissan in the current meta. That card is a must in some deck like Patron or Malylock but is very lackluster in CW, IMO.

There's also a lot of 5 health minions, so that's also a real problem for Cairne Bloodhoof. I'm going to try back and forth, weighing the options.

I droped both Shield Blocks and have only 2x Shieldmaiden, that minion is so perfect it hurts :) 5/5 body HAS to be answered, just has to, so it usually takes one heavy removal out of your opponent, or it trades with emperror or kills belchers and stuff. And then ur "free" to play crap like Boom, Rag etc, cause one less removal out of the way :)

I dont need em, i usually have enough armor for Shield Slams even if not comboed with Shieldmaiden, i always hated that spell, it just gives u a bit of armor and draw u a card, i always felt that it was kinda wasted deckslot, now im happy without them :)

Right now it feels like it gets removed TOO easily with imp+sergeant or egg+PO. And there are like 2/3 of ladder are demon-zoo now.

There are about 20% Warlocks in the meta, of which not all are Zoo, 30% Warrior, 15% Mage, 15% Hunt, 5-10% Druid and the rest less than 5% each.

Yeah, Patron and combo Druids utilizing Emeperor really well, but we're talking only about combo stuff.
I can see some usefulness in dragon decks just because of how costly dragons are, but definitely not in normal CW.
