While both have the same chance to get a bad card, it's important to note is that you are more much more likely to get a GOOD card result instead of just "not a bad one". 50% chance to get a good to insanely-good card is pretty playable, as most of the time, even something like a Succubus or Flame Imp won't have a too severe negative impact.
That means, depending on what else we get demon-wise (and I assume the legendary will be a demon) BoD will become a lot better.

No. The card is utter trash and a waste of a spot in any deck. Even in a dedicated discard deck, the card is subpar. Having a vanilla 2 drop with occasional upsides is simply not viable. That was the whole problem of the discard theme in the past, they thought stuff liket his or Fist of Jaraxxus were enough, since the discard cards themselves already have an upside for the discard, but blizz doesn't value 'discard' correctly, so most of those cards are actually only 0.5-1 mana above curve for such a hefty cost and most of the time are just improved stats, so they are vanilla otherwise. That's why Doomguard is actually the only really fairly balanced discard card. It wasn't until Malchezaar's Imp and Sivlerware Golem that we finally got some decent cards that actually generate real value from discarding and thus the turning point on discard becoming borderline viable.
