As we know, Warlock is fond of damaging himself in exchange for greater power. This is achieved through several methods; discarding, self-damage effects, Lifetap etc. This lead me to this mechanic for warlocks wherein when your health reaches a certain threshold, a card does something. Probably, if more cards with an effect like this exists, cards like Pit Lord and Wrathguard would be a thing.

Yah it depends on how blizz felt about the problematic part of the effect. Whether it was the fact that something comes from the hand or deck without knowledge of it, or specifically the ice block effect. The main issue with your card is that it works on your opponent's turn, and hearthstone generally doesn't have activators like that outside of secrets.
I can see Blizz doing your card if it worked like Floating Watcher

Well it's kinda op that you get to summon him for free, but if you consider the condition required for it to happen, I think it's kinda balanced and its not some kind of ice block effect. It is a reward for putting yourself at risk.

Edit : This is actually a very good card. "pretty nice" doesn't do it justice! Hope to see something like this in the future of Hearthstone.
I was thinking that maybe somehow, a new warlock archetype like a "Demon Suicide Renolock" would be a possibility.

Blizzard didn't really like the idea of a card like this. I know it's not exactly the same but a very similar concept.

I like this card a lot. Really well designed. I like that it has decent stats so it is OK if you are ahead and great if you are behind.
Also, I like the combo potential with reno and even Lord Jaraxxus. I feel like I could definitely see myself running this card in a few of my decks
