Basically, if you run a deck with only overload cards, it's as if you never overloaded. It's a way of removing overload without actually removing overload. The first overload you play is pretty much free and then you are playing cards normally from then on. For example, you play totem golem on turn 2. On turn 3, you play totem golem again, so you get a 3/4, which is vanilla 3 mana stats. This trend will continue if you have overload cards for every mana slot.
Blizzard seems to be adding a lot of overload synergy cards for the time being but that doesn't help much because most of the overload cards are trash (in control) anyway. We need more good overload cards.
Shaman needs something to help their hero power. I'm disappointed by the current use of Mrrgglton in Shamans, since it's going against the rubric of what Blizzard intended for Shaman. I think Shaman needs something like, "Battlecry: Your hero power costs (1)." for a cheap cost, or "Inspire: Summon a basic Totem." which essentially allows your hero power to summon two totems at once. Other options could help that ol Deathrattle Shaman (Remember Ancestral Spirit and Reincarnate?). Something like, "Summon ANY totem. Give it 'Deathrattle: Resummon this minion.'"
The issue with Shaman is that their hero power does so little. The overload mechanic doesn't hurt Shamans as much as everyone says. It's annoying, yes, but not a bad mechanic.

The T1 Shaman is an Aggro Shaman. Shaman lovers want OTHER supports. Do you ever see someone want support for Face Hunter? No! I only see people wanting support for Mid Hunter, or Control Hunter.
Because that time in the spotlight will be short lived. Shaman will drop like a rock once people get tired of the deck when people start making counter-decks.
Every other Shaman deck is Tier 4. The class is not in a healthy game state right now.
What I feel shaman is of need is for paladins to get off of tier 1. Shamans worst match up is paladin or so I believe. If muster or minibot gets nerfed I think shamans get be a tier 1 or 2 deck. Also Tunnel Trogg did help out midrange as well. Maybe give shamans a card like mistcaller except for overload and make it low cast card.

I can't see Minibot or Muster nerfed, tbh. They're the two cards that really pushed Paladin into viability in the first place. Before GVG, no one really played anything outside of like, super control Paladin, and even then, it was considered a weak class. GVG however gave Paladin arguably the strongest power spike since Grim Patron of any one expansion for a single class.

I critized the Meta-Snapshot as well (see my posts ...), still I think tunnel trogg opened up a new kind of shammy specific aggro-deck that is (even if not tier 1, I am probably with you here) at least viable! This is more than during the last 6 months!
Concerning the "more viable decks" - not so sure about that, having at least 1 competitive deck for all 9 classes is already pretty hard balance work! Just think about magic the gathering, they often do not even manage this balance with 5 colors and they are way more experienced and probably as well better than Blizz at it!
I'll tell you what Shaman needs and it isn't even a bunch of new fancy cards.
A) Improve hero power
B) Lightening Storm is now 3dmg solid (no more of that maybe 3 maybe 2 bullshit)
A) easier said then done, how? Choosing the totem? (this might be op), but what else?
B) this would make the card borderline broken as long as it only deals with the opponents board!
A) It should discover 2 totems to choose from, I think Shamans deserve at least a 50% chance to get a decent token considering they aren't very strong.
B) This boardclear is currently so bad that most decks only run 1 copy of it and some 0 copies because the tempo loss is devastating. It can not go from being that bad to "boarderline broken" changing it from 2-3 to 3. I mean come on dude. Shaman is literally in a tier of it's own for being so bad. Every notable Shaman archetype (except Reynads new deck) is T4. You can not balance something that horribly bad by being so conservative that you don't even approve of a 1dmg being added to the AoE (it's technically not even 1 dmg, it's more like stopping it from sometimes being -1 dmg which is bullshit anyway). If someone is not willing to change that much, they don't want to change anything and are just happy to see the class be bad.
I just don't see a future where Shaman is ever competitively viable with such an RNG Hero Power. The fact that it can make or break you sorta doomed the class since day 1. Didn't help that Blizz threw in all the "Lul so randum" RNG cards into it, especially on vital cards like the Board Clear.
i dont unterstand that everybody hates the shamen hero power, in my opinion its the 2nd best hero power after the warlocks one. Mage, druid and rogue need 2 heroe powers or 2 turns (rogue) to clear ONE totem, so 3 classes has to use two hero powers to counter One. In Addition Shaman has many tools to buff the totems, if u ignore Them! I offen See shaman dropping taunt totem, and it often win you the game. Also shaman has flameelemental, frog and the 3mana concecration. Dont forget that shaman can give ans minion windfury so u need to clear anything, else u get punisched super deep. Also shamans healing totem can be realy anoying cause u cant ping the minions anymore or trade with silver requit . also shaman has realy fun cards justcsaying the malygos otk Combos or ecarnate Combos. In my opinion there is no need to change shaman, they should better make rogue viable or give mechmage a tool to increasr all mechs life by 1 AS with murlocs or Dragons. Its anoying that 1 aoe can counter your complete deck. And if u play carefull, u geht punished behindert turn 5 with big taunts or other big stuft!
Buff mechmages! Make Rogue viable! Nerf Egg DuDu and make shieldslam consume the armor!

C) A decent 3drop that is sticky and doesn't rely on RNG or overload. (something like Imp Gang Boss) Bam class is fixed.
