If you search the forum you'll find couple topics from this exact versus. IMO Al-akir is far more valuable legendary for shaman since he's alot more versatile. He offers you burst, you can use him for clearing good part of enemy board. Neptulon is good card aswell but he works more as filling card where as al-akir is more essential at least in my opinion.
I honestly see no reason why you can't run both. The are both really good, but in very different ways. Neptulon refills your hand and is a God send in drawn out match-ups(Priest, Paladin, Warrior and Shaman occasionally). He just drains your opponents resources because they usually have to sink 2-3 cards to deal with him and his 4 murlocs. If I HAD to chose I'd got with Neptulon simply because he improves one of shamans worst match-ups(priest) while Al'Akir is a dead draw for most of that match-up(gotta love shadow madness).
Seriously though, looking at that deck you posted I see no reason why you can't run both. The double ferals is probably not as useful with arcane nullifiers.
Both of them have excellent value. IMO if you can only craft one, try Al Akir.
The weakness of Neptulon is that it is vulnerable to removal such as shield slam, hex, polymorph, siphon and bgh. It doesn't have immediate value upon landing the board, which gives you a great disadvantage in tempo on your following turn with its heavy overload. Al Akir's ability means it can work both aggressively and defensively, working as a taunter or finisher as your wish, giving you immediate value when you play him.
In a Dr.Boom popular meta, most midrange and control decks have a least one copy of bgh. Therefore it is highly unlikely that Neptulon will stick on the board. Al Akir is weak to tbk and priest spells, but tbk is not widely played any longer and priest is becoming less popular, so it's not hard for it to stay on the board for another turn.

Hey guys, Im thinking of making a semi-mech shaman deck. The guides I've seen so far suggest Neptulon as the legendary, but I am partial to Al Akir.
What do you guys suggest? I was looking at something like this which is in my budget since I have a lot of these cards.
