i agree, it's not viable in standard at all. i don't want a tier 1 deck as those are not fun to me, but i'd like to have a decent deck that has a chance to win
Shaman is really missing cards that can swing the game in their favor. Druid have Clown, Demon Hunter have Blackthorn, Paladin / Priest have N'Zoth and what does Shaman have ? It's purely relying on Doomhammer shenanigan to steal some games. Lilypad Lurker is the closest thing to an actual swing card, but even that is not enough.
Many meta deck have cards when played you are like "welp I can't win anymore gg", but Shaman is struggling every turn to get a win. Give us Zap! and Thunderhead so Shaman can be great again !

Shaman has absolutely no comeback when it loses the board. It has no card that can turn the tables as other classes do.
This has been my biggest point of contention with the class and the horrendous card releases patch after patch. Paladin gets a 6 mana 3/3 weapon which summons a 6/6 taunt...Shaman gets a 3 mana 3/3 which gives a whopping +1/+1 to a random minion on board if you're even lucky enough to have one alive but in all likelihood you're dropping down a cheap minion or one of your random garbage totems - neither of which will be able to attack and provide you with the "buff" it just received.
That's obviously only one comparison but anyone can go down the list and find comparative cards between classes and see the massive disparity between Shaman and everyone else.
Shaman has 1 million good 3-cost cards, and 0 good other-cost cards. Seriously, go check out your collection. There are a ton of good 3-cost minions and spells. Not much by way of 1- and 2-cost though.

Impacting Zephyr. (Elemental) 6 mana 5/4, Battlecry: If you played an elemental last turn, make en enemy minion attack a random neighbor.
Oribon, Essence of Conflux. (Elemental) [Legendary] 8 mana 5/7, Battlecry: For each turn you have played an elemental, deal 1 damage to all enemy minions and give all other friendly minions +1 health.
Natural balance. (Spell) 4 mana, Give a minion +3/+3, if it is an elemental, summon a "Harmonic elemental" [Textless elemental body], with inverted stats. [So if you buff earthen revenant from 2/6 to 5/9, it will summon a textless 9/5 body next to it.]
Gale Blast. (Spell) 3 mana, target a minion. Deal 2 damage to it and both its neighbors. Counts as playing an elemental this turn.
Breath of Fresh Air. (Elemental) 4 mana 4/5, Battlecry: Unlock all overloaded mana crystals. If you unlocked any, gain rush.
Shaman is flat out horrible. The Overload mechanic is the worst in the game and either needs to be reworked or cut out entirely. In the state the game is in now, being overloaded for even 1 mana gets you a huge disadvantage. The game is too aggressive and Shaman not being able to play out their cards makes them dead last when it comes to rankings of classes. They have nothing to help them, while Mage, Paladin, and Rogue get everything they need to absolutely dominate the game. It's bull and it needs to be fixed.

There is just no consistency in any of the mechanics the same way there are for other classes. Shaman gets slapped with a bunch of novel concepts which are never followed through: overload, 'if you played this last turn, do that', half-assed spell damage, sometimes murlocs but not really, evolve until an inevitable nerf, etc. The devs need to pick a lane and stick to it for a bit until the class can get back on its feet because right now I feel like there's absolutely zero attention to detail and consistency. I've been an everyday player for about 2.5 years now and during that time I've seen what a class can become once the devs formulate a plan and stick to it (see: pure/libram paladin) but with Shaman it's been the same thing time after time where a new concept gets introduced for each expansion and instead of improving upon that concept the devs just shrug and say, "oh well, guess this didn't work...on to the next thing!"

Well, that’s just not true. They can use any of the Old Gods, plus Kazakus, Noralex, Alex, or the other big dragons. Plus they have lots of damage to inflict with Landslide and Dunk Tank with any spell damage minion. Shaman can easily clear a board.
I started this month playing Shayman only , because it was on the lowest win % everywhere.
After the mini-set things are cooling down with the class. So i will try give you some pointers to why shaman is not amusing . This class hasn't had a stable basic list for a while , so lemme' break down with my casual 5 years of experience for you maties.
Hero powering is useless. Totems just don't help.
Clunky draws. SOME cards are just strong enough on their own , nothing feels good to just mash together as a card combo. Cards also cost too much and about 90% of my turns are one card + hero power . Breaking the elemental/spell chain is bad , so always think ahead and don't rely on the top deck.
Instructor Fireheart is queen . Autoinclude. Magnificent. But not a 3 drop . Doomhammer + Rockbiter is still strong. Maybe overload 2 is too much on that weapon . Elementals do have strong effects , but the one hero that shaman really deserved is the cagematch custodian . Dungeoneer doesn't even need to build around , all around good card.
If every match you go turn2 custodian into turn3 dungeoneer , you will be favored of every midrangy-controlly match-up and as long as you don't lose the board too much , you should do fine.
People just don't like deckbuilding and many peole just don't do it. So most get lazy .. and play the same facehunter deck or pally-libram deck. What can you do? Be smart and counter them . And if you think something is bad , don't play it. Ignore it. We can at least act like grownups in this children card game . Wish you all love , fun and good luck .

Whats not viable is to play 6-7 games out of 10 against paladin
Doom Shaman is possibly tier 1, though.

I've been having a lot of luck with Perpetual Flame + Mo'arg Artificer + Headmaster Kel'Thuzad. You can pretty much steal their entire board, if you chip em all down to 6 health first.

This problem will be solved as Bli$$ard will add Lava Shock to core set next year.
Until that shaman will be super bad or super busted. Overload must be balanced somehow.
