Literally all the legendaries you listed are fine, or are pretty good. They don't see much play, because... Shaman doesn't see much play.

There's a lot of cards that are dependent on Shaman's card pool, and Shaman has a *bad* and highly situational card pool. That's something that hopefully they're going to improve with a basic/classic set rework next year.
But not every class gets card draw (especially since Shaman has so many discover effects).

Which wouldn't be a problem if Shaman had a nice consistent card pool like Priest and Mage do. There're just a lot more duds in Shaman and they have less generation effects which are conditional.
I agree that shaman needs some love but what you asking for is a new expansion when one has just come out. it would be possible maybe to buff some cards like Lady Vashj or unnerf other cards like the Galakrond package.
And Instructor Fireheart a mess? Sorry but I can’t take you seriously here. Honestly L2P really She is one of the best legendaries of this expansion and has won me countless games
Bloodlust and Hex should be cards that are good for most styles of Shaman decks, plus a couple other iconic Shaman spells shouldn't be so inflexible and unusable. They could use a solid 1-drop as well, be it a spell or a minion or both.
As a shaman main who hasn't played for a while the legend climb was very easy with quest shaman.
Balanced doesn't mean it's great to play for everyone tho. The best decks are always unbalanced, druids can obviously do crazy things very early, rogues can draw 9 cards for 1 mana and other classes just generally have better decks available. If you like being kingpin then I wouldn't touch the class.
In terms of what I think would help shaman, good cards are the answer every time. Overload can be a fine mechanic with good support, the totem HP can also be good with supporting cards. Scholomance gave us a pretty solid package of cards for the future so hopefully the days of meme deck ideas (freeze shaman...) can finally end.
I think adding an overload unlock to the classic set would be nice.
I'd rather see more cards like Darkglare or Thunderhead, cards which utilize overloaded mana crystals for some sort of tempo advantage. I think a lava shock that does 3 damage to a minion might be pretty good and worth it, but I think they can do better.
Even "refresh mana crystals for every overloaded mana crystal" would be kinda neat. Though it'd be exactly like Darkglare.

Overload or Paladin Secrets, not sure which one wins the worst mechanic ever award lol. Both classes need a complete core set rework no doubt.

I dunno... I’m able to beat Pure Paladin fairly well with Quest Shaman. It’s really good.
Players who play the Sacred Class that don't complain all the dang time!
Yes and then all of the sudden comes rogue, then comes warlock and somehow you only face these counter decks
Ok.... well, I have beaten Rogue a bunch of times with the deck and also Warlock. I’ve only lost to Hunter once and Druid when they High-rolled.
