Just rank 15 and no you can’t. It is very hard everybody has insane top tier decks and has incredible luck. I have tried all kinds of supposed good decks and best I ever did was 19. No matter what I have or what I do everybody has a perfect counter and always has the most perfect card on hand to beat me no matter what.
I just ran this supposed tier 3 deck that can get you top 50 and I am sill 0 stars at level 20. I won a few but most the time I lost. Everybody has crazy decks.

Mon, I understand u. Started playing month before tKOtFT. And it was really hard to climb. I managed to reach 15 after approximately 6 month. But then understanding came and game became much more easier - last 6 months constantly reaching rank 5. I haven’t yet reached legend, but last season I managed to reach rank 1 with 2 starts. Don’t give up if u enjoy the game and the understanding will eventually come. Just don’t force yourself to play, it can be stressful.
You obviously need help if you can't make it past rank 19 and see no mistakes in your play.
Shaman doesn't "suck" as some claim, with Even Shaman it probably has a tier 2, if not even tier 1 deck. Besides that, it has the midrange variant of Shudderwock Shaman and several potentially good decks with Zentimo, Krag'wa, the Frog and The Storm Bringer. While the last decks might not see enough play in terms of frequency, they will do well if piloted correctly.
Some general tips, as well, since I have no idea, how long you have been playing HS:
1. Post your decks here on hearthpwn and ask for advice and/or help.
2. Try watching streamers. I recommend taking a look at TrumpSC's Trump Teachings, as well, if you haven't. They are even helpful & interesting for advanced players.
3. Know tilt. Tilting refers to the emotional distress you get into when you lose several games (especially when experiencing bad luck) in a row. Get to know yourself, and find out when to take breaks before you begin tilting. Otherwise you will more often make mistakes.

If you're not a "pro" player than using a Tier 3 deck to climb the Ladder is not the best choice. Of course you can do it, but it will be much harder since you probably are also doing tons of mistakes on top of having a not so powerfull deck to pilot around against very optimized decks.
If you want to climb to Rank 5 (or even 10) nowdays you should stick to some Tier 1 or at last Tier 2 decklist. Probably it won't be the funniest to play with, but if what you're looking for is to just climb higher then go with it. In this game a fun deck is not always the best deck to achieve a good climb in Ranked.

As suggested before, try the even shaman. My buddy went to rank 16 with a budget even shaman (he didn't spend a dime, only had lich king as legendary besides Genn, but LK is not required). It took him a week as a total beginner.
With budget you need to make it faster, lots of 2 mana minions (flametongue totem, eel, dire wolf alpha), less 4s (shit like windspeaker), and end your curve in 1 or 2 Bonemares. Most important card to make it work is the Eel, which is a rare. You flood the board with this deck, only do crucial trades and hit the face.
i really like the shaman class, but I can seem to win very often. After like a zillion I got to 19 but keep getting back to the bottom of 20. Everybody seems to have very aggressive decks or 10,000+ dust decks. Why is it so hard to win at 20. Why are they not ranked higher.
I really screwed up spending dust on decks that suck. Seems like half or more decks are agress8ve hunters.

Best thing to do is watch streams sometimes for pointers, check hsreplay for mulligan priorities and try to know the matchup. Having an idea of what your opponent will do and having a plan to try to counter it (or kill them before they execute it) is really helpful. Don't be afraid to change plan mid game if needed.
Most important is to try not to worry about ranking, or beat yourself up if you make a misplay. Sometimes you just won't win whatever you do. And try to enjoy the game - play silly decks in casual for a break if it gets too much.
if you are a new player, ranking should not be your priority. Try to experiment with the cards to see the strengths and weaknesses. I would not recommend a decktracker at your first steps. Try to memorize your deck and play towards your win condition.
One important thing is not only to know your deck, but be able to forsee the pros and cons of any play you make when you face another deck.
These are the things that I see my brother does wrong when he plays and cant rank beyond 15. When we play together with the same decks ranking is easier for him. So if you have a friend that is more experienced player ask him to spectate some of your games to see and explain your mistakes to you.

Any other Shaman deck is vastly inferior to comparable archetypes from other classes (Shudderwock OTK is no longer viable, Mid Range took some hits with the nerfs to e.g. Saronite Chain Gang or Giggling Inventor and Combo/Control such as Malygos or Snowfury Giant are too slow. What about Aggro Shaman? Yeah, in Wild it's a thing...)

If you were playing perfectly then you wouldn't be stuck as low as you are. I'm not trying to be shitty when I say this, but the reason you're not seeing any mistakes in your play is likely because you're blind to them, because your fundamentals are lacking.
Perhaps you should try installing Hearthstone Deck Tracker, playing a few more games, and then sharing the replays with us. We could perhaps then analyse the way you play and offer some much more targeted advice.
Again - not trying to be a dick. It's just that what I've quoted there is the #1 thing all people who suck at this game say.
Exactly, he's probably making mistakes he doesn't recognize - i.e. not going face when he needs to, making unnecessary trades etc. Also, for example, when playing aggro, OP, you sometimes have to make a play without regarding possible AoE because if you don't, you're gonna lose anyway, just a couple turns later.
I've started the grind for Legend this month very late, like 5-6 days ago, and got from rank 4 to Legend in 52 games with ease, using Even Shaman (68% winrate over 19 games vs Hunter, 73% winrate overall), so yeah, it's pretty well positioned in the current meta.

Wild even shaman is probably the most powerful deck in the game atm. Too bad it is not that fun to play...
