I guess this means that Echo will not be a evergreen mechanic (like Poisonous and Lifesteal, for which they did update older card text), but a one-time thing for this expansion only.
There are a number of cards in Basic and Classic, not to mention the earliest expansions and adventures, that they would definitely write different text for if they came out with them today. They've pretty well established that they don't retcon old text unless there's some overarching need for that.
I think of it as an homage of sorts to MtG and its development, where lots of cards in the original set established mechanics that later developed into keywords or at least core ways the game works. So it's nice for historical reasons to be able to see Unstable Evolution as the card that had Echo before there was Echo.
Their excuse is to prevent confusion and keep definable mechanics/keywords within their respective expansions. But really its just more classic laziness and frankly disrespectful to those of us with more than a handful of brain cells

No, the reason they give is to keep it in their own respectively expansions for flavor reasons, not to prevent confusions (and if you had those brain cells you said you did, it wouldn’t be so confusing).
Think about it, the flavor explanation for recruit, is that you’re hiring adventurers to go in and raid the Kobold’s dungeon. So then does it really make that much sense for Y’shaarj to be recruiting adventurers in Whispers? Doesn’t it make sense for Finja to be recruiting murlocs in Gadgetzan when he isn’t really fighting against any of the gangs in it? It doesn’t, so they don’t change the text for flavor reasons.
It's somehow a different mechanic. For example Y'Shaarj, Rage Unbound summons the minion on the far right, not on his right side like other recruit minions
These are all recruit mechanics. There is no difference at all, also not “somehow”. They just have not been renamed.
Every change they make introduces a chance for bugs and errors to creep into the game, and the cost to keep that from happening is more than the benefit of the change itself. In other words, this would have to go through QA, and that's an unnecessary expense.
Honestly, with the amount of snark Blizzard got for saying 18 deck slots would confuse players, it's pretty rich that players are now saying that this minor inconsistency is somehow making their lives harder.

You might not have fully understood my comment. I didn't mention it but I fully agree that some past cards like Y'Shaarj would not make sense to have the keyword Recruit, especially if they're going to rotate out soon. For Finja it's a bit different, since it makes more sense that he is literally "recruiting" Murlocs. And for Unstable Evolution I see no issue with giving it the Echo keyword.
Charged Devilsaur probably won't change to Rush either. Which is actually cool since it gives the card a bit more depth in combo decks giving it different mechanics if it isn't played from hand.
Icehowl should probably be changed to Rush though.
The difference with Icehowl is that it can never attack heroes. Rush minions can attack heroes on the turn after they are played.
Think of Rush as the Charged Devilsaur effect that always triggers regardless of how it enters the battlefield.

Flavor aside, it allows to ignore case like unstable evolution for cards like *whenever cast an Echo* or *echos cost 1 less*.
